If awarded, the contract requires <br />project completion b y October 31, 2018. Staff provided further comment on the project and <br />recommended the Council accept the bids and award the contract. <br />Mayor Johnson asked if the street rehabilitation map would be updated by staff. Community <br />Assets and Development Director Schlichting described how staff evaluated and updated the street <br />rehabilitation map on an annual basis. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Authorize Release of the Draft New Brighton 2040 Comprehensive Plan for the mandatory <br />six-month review and comment period. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Burg to Authorize staff to release <br />the Draft New Brighton 2040 Comprehensive Plan to adjacent cities, affected school <br />districts and jurisdictions, and the general public for the mandatory six-month review <br />period. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development/Planning Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach stated the City has <br />been working with a consultant (HKGI) on preparation of the City’s update to its <br />Comprehensive Plan. This long-range planning document is mandated to be updated every ten <br />years by the Metropolitan Council. For the last year and a half, staff and HKGI have been <br />engaging with the public and preparing updated content. This effort has been termed locally as <br />“New Brighton 2040”. The next step in the process is to release the draft plan for public <br />comment. The draft Plan must be available for public comment for six months, including <br />notification to adjacent cities and affected jurisdictions. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach explained once <br />released, these agencies have six months to review and comment on the document per <br />Minnesota Statutes. Staff does not envision the full six months will be needed, but enough time <br />is available to leave it open for six months. It is our plan to also allow the community to review <br />and engage in discussion about the Plan over the course of this time period and the City’s <br />website will be updated to reflect this. Refinements will then be addressed in October- <br />November. Then, the Planning Commission will hold a public hearing to review the Plan and <br />form a recommendation to the City Council in late November/early December of 2018. <br />Following the recommendation, the City Council will then hold a meeting to authorize staff to <br />distribute the Plan to the Metropolitan Council by December 31st of 2018. The Metropolitan <br />Council will then review the Plan, provide comments and findings back to the City regarding <br />consistency with regional system plans. The City Council will then take formal action to <br />approve the Plan in first quarter of 2019. <br />Mayor Johnson reported this was an important document that was reviewed and updated by the <br />City once every 10 years.
