Consider Resolutions approving a Special Use Permit and authorize execution of <br />a Plat for Global Academy and United Theological Seminary, 3000 5th Street <br />NW. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Burg to Adopt Resolutions <br />and authorize the Mayor and City Manager to execute the Final Plat of SEMINARY <br />ESTATES 2ND ADDITION, approving a Special Use Permit and Plat for Global <br />Academy and United Theological Seminary at 3000 5th Street NW, subject to 11 <br />conditions. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development/Planning Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach reported the <br />applicant has made application for the following land use requests: <br /> <br /> Special Use Permit – to allow a 480 student, pre-kindergarten thru eighth grade school <br />to operate out of the existing buildings (known as the United Theological Seminary) at <br />3000 5th ST NW and to allow construction of a new gymnasium, and <br /> Preliminary & Final Plat – to allow creation of one additional lot containing the <br />dormitory building at 575 Stinson Boulevard NW. <br /> <br />Assistant Director of Community Assets and Development/Planning Director Gundlach reported the <br />requested Special Use Permit would essentially replace the previously approved Special Use <br />Permits from 1961 (Ordinance 122) and 1974 (Resolution 1465), which were specific to a <br />“theological seminary”. The request would also replace the 2017 Special Use Permit <br />(Resolution 2017-025), which approved a 300 student, kindergarten thru 8th grade school, but <br />ultimately expired because it was never acted on. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach explained the <br />applicant is Global Academy, who is a 450-student charter school currently operating out of an <br />existing strip mall in Columbia Heights at 4065 Central Avenue NE. They have a purchase <br />agreement with the Seminary to purchase the building and land associated with 3000 5th Street <br />NW that they would use to relocate their school and expand by 30 students by offering <br />preschool. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach stated the existing <br />landowner, United Theological Seminary, would retain the dormitory building at 575 Stinson <br />Boulevard. In order to realize this arrangement, the property must be subdivided into two lots <br />on one block (known as a Plat), creating a parcel to sell to Global Academy and creating a <br />parcel that United Theological Seminary would retain. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach indicated a <br />detailed Special Use Permit analysis is provided in the written Planning Report. Based on the <br />findings outlined on page 2, paragraph 9 of the Special Use Permit, staff finds all criteria have <br />been met. The Plat is also in a form acceptable to approve. <br />Councilmember Dunsworth thanked staff for the presentation. She requested further <br />information regarding bus traffic. Assistant Director of Community Assets and Development/Planning <br />Director Gundlach explained the applicant has stated they would have a maximum of 15 buses per day, <br />which would include Pre-K students. <br />Councilmember Dunsworth questioned if parents were allowed to drive their kids to school as well. Assistant <br />Director of Community Assets and Development/Planning Director Gundlach estimated that 10 to 25 parents <br />would be driving their kids to school on a daily basis. <br />Peter Beck introduced himself to the Council and explained he was working with the United Theological <br /> <br /> 4.
