  <br />  <br />  <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: PRESENTATION FROM RCWD FOR PHASE 2 OF THE <br />PETITIONED BASIC WATER MANAGEMENT PROJECT 2013-01. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and <br />Development <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Phase 1 of the original petition is near completion, and following a project status <br />presentation by RCWD, the City Council acknowledges that project phase 2 for other project <br />components under the petition will begin. <br /> <br />Legislative History: In July of 2011, the Cities of New Brighton and Saint Anthony experienced <br />historic rainfall and associated flooding. The events highlighted existing flood risks and caused the <br />Cities to evaluate the adequacy of existing stormwater conveyance and management facilities in the <br />Cities. <br /> <br />On April 24, 2012, the City Council accepted the July 2011 Flood Investigation and Stormwater <br />Modeling Report (Flood Report) dated April 17, 2012 prepared by WSB & Associates. The report for <br />the City of New Brighton identified specific drainage improvements to reduce future flooding at an <br />approximate opinion of cost of $8.7 million. The report for the City of Saint Anthony identified specific <br />drainage improvements to reduce future flooding at an approximate opinion of cost of $1.7 to 3 million. <br /> <br />On July 9, 2013, by Resolution 13-055, the City Council approved a petition to the Watershed District <br />for a Basic Water Management Project to address stormwater management and flooding within the <br />Cities of New Brighton and Saint Anthony. <br /> <br />On August 28, 2013, by Resolution 2013-23, the Watershed District Board of Managers initiated the <br />project, assigning Project Number 2013-01, and appointed Houston Engineering as the project engineer <br />to make surveys, maps, analyses and reports for the project as necessary and consistent with the project <br />phasing, coordination and implementation proposals contained within the Petition. <br /> <br />On May 27, 2014, by Resolution 14-042, the City Council approved amending the petition for the New <br />Brighton/St. Anthony Basic Water Management Project, Rice Creek Watershed District Project 2013- <br />01. <br /> <br />AGENDA SECTION: Special Business <br />REPORT DATE: June 5, 2018 <br />MEETING DATE: June 12, 2018
