On March 14, 2015, the Rice Creek Watershed District presented conceptual improvements to the New
Brighton Parks, Recreation, and Environmental Commission (PREC), and on March 24, the City
Council authorized and approved a Memorandum of Agreement with the Rice Creek Watershed District
regarding access, construction, operation and maintenance of the Hansen Park Project.

Draft plans were presented at the November 4, 2015 PREC meeting and again during a public open
house on November 12, 2015 with about 60 city residents in attendance.

On November 24, 2015 Rice Creek Watershed District Staff presented the draft plans of Hansen Park
Improvements. The youth ball fields on the west side of Hansen Park will be impacted with the
proposed project. Two options were presented for consideration and the City Council agreed to store
additional dredge material onsite and accept cash payment for project savings for reduced offsite hauling
of material, and not rebuilding the fields in their current location.

Explanation: Phase 2 will include developing a regional, comprehensive stormwater management and
flood damage reduction plan, to include water quality features, which identifies capital improvements
and other actions to be undertaken by the Cities and the Rice Creek Watershed District.

Costs and Funding: NA

_____________________________
Craig G.
