<br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Authorization to increase the not-to-exceed professional services <br />agreement with Hoisingtron Koegler Group Inc. by $10,000 for services pertaining to an <br />update to the Comprehensive Plan. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets <br />& Development <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Authorize staff to spend an additional $10,000 towards professional services <br />with Hoisington Koegler Group, Inc. to finish the update to the City’s Comprehensive Plan. <br /> <br />Legislative History: October 25, 2016: The City Council authorized the Mayor and City Manager <br />to enter into a professional services agreement with Hoisington Koegler Group Inc. for <br />professional services related to the Comprehensive Plan update. The agreement consisted of a <br />“not-to-exceed” cost of $80,000. <br /> <br />Financial Impact: The additional $10,000 will cover all remaining professional services to <br />complete the Comprehensive Plan update. <br /> <br />Explanation: Since October of 2016, the City has been working with Hoisington Koegler Group <br />Inc. on professional services related to the Comprehensive Plan update. As of June of 2018, the <br />City has spent $78,986.60 of the originally approved $80,000 budget. The original contract was <br />for a “not-to-exceed” budget of $80,000. Based upon services rendered in June, the original <br />$80,000 has been spent. Hoisington Koegler Group Inc. is requesting an additional $10,000 to <br />cover the anticipated remaining expenses leading up to submission of the plan to the Metropolitan <br />Council by December 31, 2018. The “not-to-exceed” budget was based on a list of tasks outlined <br />in a work plan (attached). As the update process unfolded, there were several tasks that were much <br />more involved than originally anticipated in the work plan, including: <br /> <br />• Community Engagement: The City was fortunate enough to have strong community <br />engagement and several tasks were undertaken that either were not anticipated in the work <br />plan or the effort exceeded the originally planned task. This included Social Pinpoint and <br />the Stockyard Days exhibit, both of which garnered much more feedback than anticipated, <br />resulting in more staff time preparing materials and evaluating the impact of the feedback <br />received. <br />AGENDA SECTION: Consent <br />REPORT DATE: 7/2/2018 <br />MEETING DATE: 7/10/2018
