• Commission feedback: Rather than only involving the Planning Commission in the <br />Comprehensive Plan update process, all commissions were given opportunities to provide <br />feedback. While initially not a budget exceedance, evaluating feedback from the Parks, <br />Recreation, and Environmental Commission took more time than anticipated. This is not <br />surprising being 75% of the feedback received through the community engagement phase <br />was parks-related, resulting in a heavily edited, yet better end product with regard to the <br />parks chapter. <br />• Regional Traffic Projections: Some of the content in the transportation chapter has been <br />delayed due to the Metropolitan Council’s delay in publishing regional traffic projection <br />data. This is a required element in comprehensive planning and due to the Metropolitan <br />Council’s delay, the City’s consultant has spent extra effort coordinating how to get the <br />information into the plan once it’s published. <br /> <br />Based on the above bulleted items, staff is requesting authorization to spend an additional $10,000 <br />on professional services related to the Comprehensive Plan update process. For context, the City <br />considered two other proposals for professional services related to the Comprehensive Plan update. <br />The most comparable proposal to the services rendered by Hoisington Koegler Group Inc. was for <br />$155,000. Thus, staff finds the additional request of $10,000 to be reasonable based upon the <br />services we have received. <br /> <br />Costs and Funding: The additional $10,000 will be paid for out of professional services in the <br />Community Development portion of the DCAD budget.
