July 24, 2018 Page 5 of 7 <br />approving Mounds View Public Schools Special Use Permit to allow construction of 3,022 SF <br />classroom addition at Pike Lake Education Center at 2101 14th ST NW. <br /> <br />City Manager Lotter indicated Mr. Gozola would be presenting this item to the Council. <br />Mr. Gozola explained the applicant is requesting a Special Use Permit to facilitate construction <br />of an addition to the Pike Lake Education Center. The proposed addition is 3,022 SF, <br />consisting of two classrooms, and will be located at the rear (south) side of the existing school. <br />Other than minor revisions to the sidewalk/trails immediately adjacent to the proposed <br />addition, no other exterior improvements are proposed at the property. Zoning Code Section 4- <br />030 (1) list schools as a specially permitted use, whereby all structures shall not be nearer than <br />30’ to any R-1 or R-2 lot line. Mounds View School District passed a referendum during the <br />2017 election, whereby numerous improvements are planned at district properties. The <br />referendum was aimed at improving facilities and addressing increasing enrollment. In addition <br />to the addition of two classrooms, other interior improvements at Pike Lake Education Center <br />are underway. It is not anticipated that a classroom addition will impact any of the other <br />facilities on the property. He provided further comment on the project and noted the Planning <br />Commission recommended approval with one condition. <br />Councilmember Allen asked when construction on this project would begin. Mr. Gozola deferred this <br />question to the applicant. Paul Apolkowski, Wold Architects & Engineers, reported construction would <br />begin this fall and continue through the school year. <br />Mayor Johnson expressed concern with the safety of children along 11th Avenue. She encouraged the school <br />district to be aware of this concern while mobilizing equipment for the construction of this project. She <br />encouraged the contractor to also keep this street free and clear of debris. Mr. Apolkowski reported Kraus- <br />Anderson would be the contractor on this project and was a very reputable firm. He anticipated a street <br />sweeper would be sent down the street to keep it clean. <br />Mayor Johnson noted there were also a number of children that used this street as their walking route to <br />school and she wanted to ensure these children had safe passage to and from school. <br />Councilmember Dunsworth recommended all construction equipment be locked up on a daily basis for those <br />passing by the site on their way to Freedom Park. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />4. Consider Selection of a New Logo for the City of New Brighton. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Allen to consider the selection of a <br />new logo for the City of New Brighton. <br /> <br />City Manager Lotter explained Parks and Recreation Director Fink would be presenting this item to the <br />Council. <br />Parks and Recreation Director Fink reported at the direction of Council, staff presented at the May 22 <br />work session the possibilities, process and implications for creating a new logo for the City of <br />New Brighton. Guidance from Council at that time was to contract with 99designs.com for a <br />branding and logo design contest. On June 26, staff presented Council with their <br />recommended top designers to move forward with for design refinement. On July 6, staff <br />presented Council with four designs from the designer. Council recommended moving forward <br />with a community engagement process to gather feedback on three of the design concepts <br />using PolCo, a community engagement software. Staff presented the results and themes of the <br />engagement and recommends that Council choose one concept to move forward. That concept <br />will have final refinement and then be available for staff use on projects in the near future, such <br />as the 35W sound wall, park entrance and wayfinding signs, etc. <br />Councilmember Burg thanked staff for all of their efforts on the City logo. She requested <br />further information from staff on the cost for rebranding the City.
