Motion by Councilmember Dunsworth, seconded by Councilmember Allen to Authorize Purchase of a Rosenbauer 78’ Viper Aerial. City Manager Lotter indicated Public Safety Director Paetznick would be presenting this item to the Council. Public Safety Director Paetznick commented on the City’s Fleet plan and explained Public Safety is recommending replacement of the Fire Division’s 1997 65’ Telesqurt Aerial device (unit A498) as it has already been deferred beyond its original 20-year lifecycle and has been experiencing increasing maintenance and repair costs in recent years. A498 is the workhorse of the fleet, responding as the first-due apparatus to all structure-related fires and alarms. The proposed replacement design maximizes ladder reach for larger and taller buildings constructed in the city while maintaining a maneuverable single-axle wheelbase to respond to existing properties, especially older multi-family housing. He described how the City has changed since 1997 and how the new fire truck would improve fire safety for the community. It was noted construction of the new unit will take approximately 395 days (13 months) and payments would not begin until 2019. Councilmember Jacobsen thanked Public Safety Director Paetznick for doing his due diligence on this purchase while not compromising the safety of the community. Further discussion ensued regarding the versatility of the aerial truck and the types of calls this truck responded to. Councilmember Jacobsen requested further information regarding the maintenance costs for these fire trucks. Public Safety Director Paetznick commented the first ten years the maintenance costs were quite low but the next 10 years maintenance costs would increase. Councilmember Dunsworth reported the Public Safety Commission received a presentation on the Fire Division and its fleet. She stated she was impressed by the amount of thought, time and effort that went into the Fire Division’s fleet replacement plan. Acting Mayor Burg thanked the Fire Division for their planning efforts and stated she was pleased the City had planned so well for these purchases by having cash on hand for the new fire trucks. Motion by Councilmember Jacobsen, seconded by Councilmember Allen to Authorize Purchase of a Rosenbauer Ford F-350 Mini-Rescue. City Manager Lotter indicated Public Safety Director Paetznick would be presenting this item to the Council. Public Safety Director Paetznick explained Public Safety is recommending replacement of the Fire Division’s 1993 General Fire Engine (unit E495) as it has already been deferred five years beyond its original 20-year lifecycle. E495 is non-compliant with current National Fire Protection Association (NFPA) apparatus standards and lacks modern safety features to protect firefighters. Due to participation in the Ramsey County Closest-Unit Dispatching Protocols, New Brighton can downgrade its overall fleet by one engine to the proposed mini-rescue while maintaining its current Insurance Services Office (ISO) Class 3 rating.
