<br />He commented on the recent volunteer appreciation dinner that was held in the City and thanked <br />all those who served in the community. <br /> <br />VI. Korean Church Redevelopment Concept Proposals <br /> <br />A. Staff Presentation & Discussion <br /> <br />Gundlach provided the EDC with a presentation on the Korean Church Redevelopment project <br />providing background information on the site. She noted the Council opted to purchase these <br />sites in order to revitalize this portion of the Old Highway 8 corridor. She commented on the <br />informal meetings that were held with local developers. From these meetings, staff learned that <br />commercial retail and mixed use was not a viable option for this site. She indicated the site was <br />a prime location for affordable housing due to the high demand and availability of tax credits. <br />She noted market rate rental was another option, along with townhomes, senior units and single- <br />family residential. <br /> <br />Gundlach provided the EDC with an overview on the meetings she held with the developers and <br />discussed the nine proposals that were submitted to the City. She explained staff was very <br />pleased with the response the City received for this project. Staff requested the EDC consider <br />what the priorities should be for this redevelopment project and how they correlate with the <br />Council goals. She noted a second EDC meeting would be held this month to allow the <br />Commission to address this topic further. Further comment was made on the proposed scoring <br />system that should be followed for each of the proposals. <br /> <br />Jason Aarsvold, Ehlers & Associates, explained each of the proposals were very preliminary in <br />nature and noted there was some flexibility in place. Gundlach encouraged the EDC to focus on <br />the redeveloper along with the proposed housing product. <br /> <br />Discussion included: <br />• Staff provided the Commission with an overview on how to rank the concept proposals. <br />• The Commission questioned why mixed retail was not a viable option for this <br />redevelopment project. Staff reported this area did not have enough volume. <br /> <br />B. Commissioner Rankings on the Korean Church Redevelopment Concept Proposals <br /> <br />Gundlach requested the Commission rank the proposals for the Korean Church and provide this <br />information to staff. She passed out a form for the Commission and the members ranked the <br />proposals for the Korean Church Redevelopment project. <br /> <br />VII. Commissioner Orientation – City Manager Dean Lotter <br /> <br />City Manager Lotter provided the Commission members with a commissioner/task force <br />orientation and commented on Council expectations. He reviewed the City Council and Mayor’s <br />roles and duties. He noted Commission members are appointed by the Council and serve at their <br />pleasure. He discussed his responsibilities as the City Manager. He described how individual <br />Commission members were to address conflicts of interest, gifts and favor, data practice rules, <br />and be prepared for and participate in meetings. He provided further comment on role confusion <br />and encouraged members to contact City staff with any questions they may have while serving as <br />a Commissioner. He reviewed the Open Meeting Law requirements noting these stipulations <br />apply to emails and telephone calls. <br /> <br />Discussion included:
