10 <br /> <br />Deputy Director Hamdorf attended the bi-monthly meeting of the Ramsey County Fire <br />Chiefs Association. Based on recent national events, at the request of New Brighton <br />staff, all Fire Departments in the County are currently developing “Tactical Alarms.” <br />The “Tactical Alarms” will allow for an immediate large scale deployment of fire/rescue <br />personnel to the scene of a mass casualty incident. When an active shooter event occurs <br />law enforcement is primarily responsible for locating the suspect and eliminating the <br />threat, fire personnel are responsible for removing victims from any threatened area and <br />providing immediate medical care, and ambulance personnel are responsible for the <br />immediate transport of all wounded to hospitals. These “Tactical Alarms” are designed <br />to provide the needed resources early in an incident to support removing victims from <br />harm and saving lives by providing quick medical care. <br /> <br />IX. TRAINING <br /> <br />This section will review the training activities of our Public Safety personnel for the <br />month. <br /> <br />All New Brighton Police Officers attended one of four different classroom sessions <br />hosted at the Public Safety Center on the topic of Procedural Justice, with specific classes <br />for line-level employees, first-line supervisors, and agency executive leadership. The <br />training was delivered free of charge through a partnership with the Saint Anthony <br />Village Police Department and the United States Department of Justice Office of <br />Community Oriented Policing Services (COPS Office), with their instructors coming <br />from the Center for Public Safety and Justice at the University of Illinois at Chicago. <br /> <br />Public Safety office staff attended the fall training sponsored by the Professional Law <br />Enforcement Assistants Association. <br /> <br />Detectives attended a course sponsored by the Ramsey County Attorney's Office on how <br />to conduct interviews of sexual assault victims. <br /> <br />Director Tony Paetznick, Deputy Director Dan Olson, and Force Instructor Sergeant Burt <br />Emerson joined 300 law enforcement officials for a training on the Police Executive <br />Research Forum's (PERF) Integrating Communications, Assessment, and Tactics (ICAT) <br />curriculum sponsored by the Minnesota Bureau of Criminal Apprehension and hosted at <br />the University of Saint Thomas. The course materials train patrol officers how to defuse <br />situations and avoid the use of deadly force. <br /> <br />Officer Matt Farmer attended the monthly meeting of the Suburban Ramsey County <br />Police Chaplains. <br /> <br />Sergeant Terry Nelson has been conducting the monthly firearms training in the range <br />with a focus on flashlight techniques. <br /> <br />The Fire Division took advantage of the warmer temperatures on November 20 to <br />exercise the fire pumps on the apparatus during its weekly training drill. A majority of <br />firefighters are currently participating in an in-house “Captains Academy” for several <br />months to prepare the next generation of fire service leaders within the organization.
