2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br /> <br />Public Safety responded to the 1300 block of 7th Street NW on report of smoke in the <br />apartment building. Upon arrival officers and firefighters determined that a piece of <br />clothing had caught on fire in the bathroom of a unit due to proximity with a heating <br />element. The tenant had burned her arm while attempting to extinguish the blaze and she <br />was provided medical treatment. There were no working smoke detectors in the unit (one <br />was found on the floor with the battery removed) but a new one was installed prior to <br />departure of the scene by Public Safety. <br /> <br />Public Safety responded to a third floor apartment at a building on West County Road E <br />on report of a large fire. Upon arrival, police officers found that a resident had managed <br />to put out the cooking fire. A pot on the stovetop had caught fire and was carried to the <br />kitchen sink by the resident which caused a further flare-up. Firefighters ventilated the <br />structure and cleaned up broken glass from the hallway where the fire extinguisher had <br />been obtained from the glass-covered cabinet. <br /> <br />A resident in the area of Forest Dale Road and Torchwood Drive called police to report a <br />suspicious vehicle idling in the neighborhood because he thought it was “out of place.” <br />Responding officers found the two occupants to both be wanted for a variety of felony <br />warrants and the driver was also in possession of suspected methamphetamine. They <br />were both arrested at booked at the Ramsey County Jail. <br /> <br />On December 1, New Brighton squads responded to a female reporting she was walking <br />down the street when a male party pulled up next to her in a small blue 2 door car. The <br />party asked her if she has a phone he can use. She looks inside the vehicle and sees the <br />male masturbating. She retrieved a partial plate similar to "wjz" or "wjd". The male then <br />fled w/b on Mississippi Street to n/b Silver Lake Road. <br /> <br />On December 3, New Brighton squads responded to a report of a home invasion robbery. <br />The initial report was the suspect had a gun and the complainant was outside of the house <br />with a gun also. Prior to arrival, dispatch advised the complainant did not have a gun. <br />Upon arrival of the squads, they made contact with a party who was staying at the home. <br />off and on while he is remodeling it for the homeowner. There were no signs of forced <br />entry, no sign of intruder or anything being disturbed. The complainant admits to <br />previous drug use. Squads determined he was not a danger to himself or others and was <br />fine staying in house with his dog. <br /> <br />On December 4, New Brighton squads were dispatched on a traffic crash. Upon arrival, <br />one of the drivers involved advised he could not see because someone "stole his eyeballs" <br />and other factors. Officers spoke to a family member who confirmed he suffers from <br />mental illness and experiences psychosis and hallucinations. An Emergency Transport <br />Hold was placed on the party and Allina transported the him to Unity. <br /> <br />On December 7, New Brighton squads were flagged down by the wife of a party who <br />was stating he is seeing spirits on the walls. The spirits were telling him to stop taking
