2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />On October 1, Public Safety police officers and firefighters were needed at a residence to <br />assist Allina paramedics with removing a 400 pound patient who had fallen and had not <br />been out of bed in nearly three weeks. The patient was transported to the hospital. <br /> <br />On October 1, Officers received third party information that a domestic occurred <br />involving the complainant's brother at an unknown apartment. The caller advised her <br />brother was cut with a knife by his girlfriend. Upon arrival, officers saw a male walking <br />away from the apartment complex, who later identified himself to be the male half <br />involved. Initially, the male half advised nothing happened and refused medical attention. <br />After further discussion and persuasion, the male half showed officers his injuries and <br />allowed Allina paramedics to clean and bandage his lacerations. Allina medics were able <br />to convince the male to seek medical attention and get stitches. He completed and signed <br />a statement refusing to provide any information about the incident. The female half <br />refused to give the male half his car and house keys. The officers were unable to contact <br />female half. At this time, the identity of female half is unknown at this time. Allina <br />medics transported the male half to the hospital. <br /> <br />On October 2, officers responded to the Minnesota Vascular Surgery Center on County <br />Road D on a patient in full arrest. Officers and paramedics assisted with lifesaving <br />efforts and the victim was transported to North Memorial Hospital. <br /> <br />On October 5, New Brighton squads responded on a wife calling in stating her husband is <br />suicidal and sent her a video of him ingesting a handful of pills. Squads met an <br />uncooperative husband who denied wanting to harm himself. Officers viewed the video <br />and advised him that an "emergency hold" was going to be completed. The husband got <br />into a fighting stance. One of the officers was able to complete a successful Rear Sentry <br />Takedown on the husband. The husband suffered a minor cut to his lip. He was <br />handcuffed and eventually moved to an Allina cot. The husband was transported to the <br />hospital on a 72 hour hold. <br /> <br />On October 7 at 2:58am, Officers were dispatched to an address in the City for a report of <br />a criminal sexual conduct offense. Officers arrived in the area and spoke with the victim. <br />Officers developed probably cause to arrest and arrested a suspect for Criminal Sexual <br />Conduct and booked him at the Ramsey County Law Enforcement Center. The victim <br />was transported to Regions hospital for an evaluation. The suspect was known to the <br />victim. <br /> <br />On October 9, Sergeant Singer responded to the City of Roseville as a negotiator for the <br />Ramsey County SWAT Team. City of Roseville responded to a burglary in progress and <br />one suspect was reported to be armed with a knife and refused to come out of the house. <br />After several hours long standoff the suspect eventually exited the structure. The City of <br />New Brighton has two staff members, (Sgt. Singer and Officer Slack) who are trained <br />hostage negotiators and assigned to the SWAT team. <br /> <br />On October 10, around 1pm officers responded to 20th Avenue NW and 17th Street NW <br />on report of a hit & run vehicle crash where the driver and a passenger from the suspect <br />vehicle fled the scene after crashing into a parked car.
