Previous request for Special Use Permits for vehicles sales have limited car storage to <br />prevent a situation that appears much more like a car display lot, which isn’t the intent with this <br />user or a desire of the City as it wouldn’t be compatible with the layout of this site or adjoining <br />uses. <br /> <br />The 2016 zoning approvals indicated 121 parking stalls are required on the property. The site <br />plan depicts 74 surface stalls and 25 service bay stalls (not including the service bay stalls noted <br />within the building proposed for the office of the vehicle sales). This totals 99 parking stalls. <br />Additionally, the applicant has proposed six parking stalls to the south of the building where the <br />office use will be conducted, bringing the total to 105. However, much more space is available <br />on site to more than equate to 121 total stalls. Thus, staff finds the site to contain adequate <br />parking to serve the existing uses and the proposed vehicle sales operation as long as the <br />operation is limited to six vehicles. <br /> <br />Signage <br />The applicant has indicated in his written narrative that a small sign will be erected indicating the <br />driveway entrance to the sales area. This sign must not exceed 4 SF in order to comply with <br />Sign Code requirements. <br /> <br />In addition to the details outlined above regarding the office use, parking and signage, Zoning <br />Code Section 8-130 states that no special use shall be recommended by the Planning <br />Commission unless the following findings are made (staff responses in italics): <br /> <br />a. That the establishment, maintenance, or operations of the special use will not be detrimental <br />to or endanger the public health, safety, morals, comfort of the general public. <br /> <br /> The establishment of this business should have little impact, if any, on the public health, <br />safety, morals, and comfort of the general public. The use will be primarily office in nature, <br />the number of vehicles kept on site for sale will be limited to six. The tenant space and <br />associated parking is not visible from adjoining public roadways. The use is also compatible <br />with the existing truck and trailer repair business. <br /> <br />b. That the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, nor substantially diminish and impair <br />property values within the neighborhood. <br /> <br /> The proposed business will be conducted within an established industrial area. Lastly, as of <br />the date of this report, no public inquiries have been received. <br /> <br />c. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the district. <br /> <br /> Not applicable. This area is fully developed and the proposed use would be conducted within <br />an existing building. <br /> <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />
