Landscaping <br />No additional landscaping is technically required as Section 8-010 (2) (D) regarding landscaping <br />only applies if there is a parking lot expansion of at least 50 stalls. This request entails an <br />expansion of 19 stalls. Nonetheless, the applicant is proposing to remove 17 trees for the parking <br />lot reconstruction, but intends to replace all 17 trees. Sheet C2 (attached), titled Paving, <br />Dimension, and Landscaping Plan depicts five Black Hills Spruce, five Autumn Blaze Maples, <br />and seven Spring Snow Crabapple trees. <br /> <br />Lighting <br />Sheet E0.02 depicts 20 new light poles to be erected within the reconstructed parking lot. The <br />proposed pole lights range in height form 15’ – 25’ and all are single head poles. Zoning Code <br />Section 11-010 (6) regulates site lighting. Staff has reviewed the proposed lighting against the <br />standards in Section 11-010 (6) and find all criteria are met. Namely, the poles are to be placed <br />around the perimeter of the lot or within islands, are downward casting, and do not exceed 0.4 <br />foot-candles at the property line. The site illumination plans are attached and depict the <br />maximum foot-candle measure at the property line at 0.3. <br /> <br />Public Safety Comments <br />Public Safety staff, as well as the Public Safety Commission, reviewed the proposed plans. Their <br />comments are provided in the attached Interoffice Memorandum. <br /> <br />Public Works/Engineering Comments <br />Public Works/Engineering staff reviewed the proposed plans. Their comments are provided in <br />the attached Interoffice Memorandum. <br /> <br />Beyond the matters noted above, the Planning Commission must also consider the following <br />special use standards of Zoning Code Section 8-130 (staff responses in italics): <br /> <br />(1) That the establishment, maintenance, or operations of the special use will not be detrimental <br />to or endanger the public health, safety, morals, comfort or general welfare. <br /> <br />Staff finds this criterion to be met. The intent with the parking lot reconstruction is to improve <br />the public health, safety, morals, comfort or general welfare by separating bus and passenger- <br />vehicle traffic, improving on-site circulation and safety of pedestrian and students. <br /> <br />(2) That the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, nor substantially diminish and impair <br />property values within the neighborhood. <br /> <br />Staff finds this criterion to be met. The proposed parking lot reconstruction will not impact use <br />or enjoyment of other property in the immediately vicinity as all requirements are met (Variance <br />analysis below covers the only exception). The applicant will not be impacting the majority of <br />the green space on-site, will be eliminating one access point on to 7th ST NW improving traffic <br />overall, and is replacing all landscaping impacted by the reconstruction. <br />
