Project Narrative <br /> <br />The Mounds View Public School District passed a bond referendum in November of 2017 for various <br />projects that involve remodeling, school additions, and site improvements on most of the District’s <br />properties. These projects will be initiated and subsequently constructed in the next few years. The work <br />to occur at Highview Middle School is proposed to commence during the summer of 2018 and involves <br />site improvements to the parking lots and drive lanes. A smaller remodeling project inside the school is <br />proposed to occur at a later date and is not included within this application. <br /> <br />Currently, Highview Middle School experiences a large amount of traffic congestion during the morning <br />drop-off and afternoon pick-up hours. The existing site layout for the school bus drive lanes and <br />passenger vehicle drop-off / pick-up loop does not provide an efficient and safe means for transporting <br />students to and from school. At times, a fair amount of vehicles are backed-up into 7th Street causing <br />congestion on the city road. The proposed site improvements to Highview will include the separation of <br />the bus traffic from the passenger vehicle traffic, therefore improving the traffic flow and providing a <br />safer environment for students. Additionally, the passenger drop-off / pick-up loop is being expanded in <br />attempt to minimize the amount of cars that back-up on 7th Street.
