Public Safety Comments <br />Public Safety has reviewed the plans and notes the addition should contain fire-suppression <br />sprinklers. This would be required under the Building Code and will be confirmed at the time of <br />building permit issuance. <br /> <br />Public Works/Engineering Comments <br />Public Works/Engineering has reviewed the plans and had no comments. <br /> <br />Zoning Code Section 8-130 contains five standards the commission shall review prior to making <br />a recommendation to the City Council on any specially permitted use. The applicant completed <br />responses to these standards in the attached Special Use Permit Criteria Worksheet. Staff <br />provides the following comments below (in italics): <br /> <br />(1) That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br /> <br />Staff finds this criterion to be met. The property has been used as a school for decades and the <br />addition of two new classrooms will not pose any additional detriment to the public health, <br />safety, morals, comfort or general welfare, especially considering most students are bussed to <br />the school. The property is appropriately maintained and operations of the school have not <br />otherwise negatively impacted the neighborhood. Further, responding to increasing enrollment <br />by providing additional classrooms should be viewed as a positive addition. <br /> <br />(2) That the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, nor substantially diminish and impair <br />property values within the neighborhood. <br /> <br />Staff finds this criterion to be met. The proposed addition is for a use consistent with what is <br />already occurring on the property. Improvements at the rear of the school should have a <br />positive impact on property values in the neighborhood. <br /> <br />(3) That the establishment of the special use will not impede the normal and orderly development <br />and improvement of the surrounding property for uses permitted in the district. <br /> <br />Staff finds this criterion to be met. Schools are almost always located in residential districts and <br />it is not uncommon for periodic improvements to be made to address increasing enrollment. <br />Additionally, the proposed addition meets all zoning standards of the residential chapter of the <br />Zoning Code and the 30’ required setback to R-1 and R-2 uses. Beyond the school property, the <br />area is fully developed. <br /> <br />(4) That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br /> <br />Staff finds this criterion to be met. Public Works/Engineering has reviewed the plans and offered <br />no comments or concerns. <br />
