the school’s webpage, Pike Lake Education Center currently contains 22 kindergarten <br />classrooms and 516 students. The proposed addition consists of two new classrooms and the <br />applicant’s narrative suggests enrollment could peak at 1000. The submitted plans depict 37 <br />classrooms, including the proposed. Using the most conservative calculations, this information <br />suggests 57 parking stalls are required. This is based on the following: <br /> <br />1 stall / classroom = 37 + 1 stall / 50 students = 1000/50 = 20 = (37 + 20) = 57 stalls <br /> <br />There are 85 total off-street parking stalls provided on the property, more than required by <br />Zoning Code Section 11-030 (3). Additionally, the site has a shared parking arrangement with <br />the immediately adjacent Freedom Park, which contains 52 off-street parking stalls. There is <br />also on-street parking available on 14th Street NW. While parking concerns at this site have been <br />raised in the past, staff maintains there is adequate parking and people prefer to park on the street <br />verses in designated off-street stalls as access to the main entrance is more convenient when <br />parking on the street. <br /> <br />Lastly, it is well known there are several district offices at the Pike Lake Education Center, as <br />well as other supportive services that demand parking, yet the parking ratio provided in Section <br />11-030 (3) does not contemplate these additional demands. However, based on the issue noted <br />in the preceding paragraph, staff is confident the addition of two new classrooms will not require <br />additional parking the site cannot currently support. <br /> <br />Landscaping <br />The applicant has not provided a Landscape Plan. Sheet C1 depicts removal of six trees to make <br />way for the proposed improvements. Zoning Code Section 8-010 (2) (D) would require the <br />following landscaping: <br />• 3 trees (50/50 deciduous/coniferous) <br />• 10 shrubs <br /> <br />Staff has included a condition of approval the applicant implements the required landscaping. <br /> <br />Lighting <br />The proposed addition includes exterior lighting improvements near the rear entrance. The <br />applicant submitted photometric plans depicting illumination on the property. The proposed <br />plans comply with the lighting requirements in Zoning Code Section 11-010 (6), which requires <br />site illumination to not exceed .4 foot-candles at ground level when measured at an adjoining <br />residential property. The proposed fixtures will be downward casting. No pole lights are <br />proposed. <br /> <br />Exterior Materials <br />The applicant proposes exterior materials to match the school, which consists of brick, glass and <br />metal accents. Staff finds this acceptable. <br /> <br /> <br /> <br />
