SITE CHARACTERISTICS <br />Location: 2101 14th ST NW <br />Lot Size: 401,267 SF (9.21 Acres) <br />Topography: Flat – sloping north/south <br />Comprehensive Plan Designation: P-QP, Public/Quasi-Public <br />Zoning: R – 1, Single Family Residential <br />Surrounding Land Uses: <br /> North: R-3A – townhomes and apartments <br /> South: R-1 – single-family homes <br /> East: R-1 – single-family homes <br /> West: R-1 – Freedom Park <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />Pike Lake Education Center is zoned R-1, Single Family Residential and is allowed through a <br />Special Use Permit. Any exterior improvements to the property, such as the proposed addition, <br />require review and approval of a Special Use Permit. Zoning Code Section 4-030 (1) states that <br />“colleges, libraries, museums, schools, churches and similar public uses provided that no <br />structure shall be nearer than thirty feet to any R-1 or R-2 lot line”. Additionally, the general <br />health, safety, and welfare standards of Zoning Code Section 8-130 must also be considered. <br /> <br />Staff provides the below analysis of the applicable regulations either via the special use or by the <br />underlying R-1 zoning district: <br /> <br /> <br />Building Setbacks Required Existing Proposed <br />Front (north) 30’ 65’ N/A <br />Rear (south) 30’ 255’ 238’ <br />Side (west) 30’ 38’ N/A <br />Side (east) 30’ 213’ N/A <br /> <br />As depicted in the above table, the proposed addition meets all setbacks. The only lot line that <br />will see a further encroachment is the rear/southerly lot line. The existing school is already <br />closer to the side and front lot lines and the addition will not cause a further encroachment. <br /> <br />Parking Setbacks <br />A parking analysis was not conducted as there are no changes proposed to the parking lot areas. <br /> <br />Building Height <br />The proposed addition is 11’-9” in height. With the proposed addition elevated above existing <br />grade, the total height is approximately 16’. Zoning Code Section 4-040 (2) allows for 2 ½ story <br />structures and a defined height of 30’. The proposed addition is one story and 12’-16’ in total <br />height, which is in compliance with this section. <br /> <br />Parking <br />Zoning Code Section 11-030 (3) states that off-street parking for elementary schools shall be <br />provided at a ratio of one stall per classroom plus one stall for every 50 students.
