Minor Subdivision, SUP, and Site Plan Review; Silver Lake Smile <br />Planning Commission Report; 8-21-18 <br /> <br /> <br />Page 8 <br />Landscaping:  Section 5-580(2) requires this development to maintain a 25-foot buffer between <br />all site improvements and the residential property to the north. An existing 25-foot <br />buffer (created for The Garage) will be maintained as part of this development. <br />The applicant planned on removing an existing fence within the buffer area, but a <br />fence or a hedge is a requirement of code. The applicant is aware of this standard, <br />and has indicated the fence will now remain as part of this project. Should the <br />applicant seek to improve landscaping within the buffer area, staff will ensure that <br />either a fence or a hedge meeting minimum code requirements is maintained as <br />part of the project. <br /> Because the applicant is seeking an SUP for a reduced front yard setback, the City <br />may seek “enhanced landscaping” as part of the site design. The submitted <br />landscaping plan shows significant plantings throughout the site ostensibly <br />meeting this requirement. All told, ten (10) trees, sixty-four (64) shrubs, and <br />ninety-two (92) perennials will beautify the site. <br /> <br /> Lot Access:  Lot access points from Palmer Drive will not change. The existing curb cut to the <br />west of The Garage will be used by the proposed building. <br /> The proposed entry into the BP property to the west will shift to the north from its <br />present location. Provided the proper easements are in place with the neighboring <br />property, staff sees no issue with this minor change. <br /> As a condition of approval, the City Attorney shall review all easement <br />documentation to ensure ingress/egress rights are fully executed. <br /> As a condition of approval, all Engineering comments on the memo dated 8/7/18 <br />shall be addressed. <br /> <br />Water <br />System(s): <br /> As a condition of approval, the following Engineering comments (also on the <br />memo dated 8/7/18) shall be addressed: <br />1. City watermain runs along the West property line (not shown on plans), the <br />City will require a 10’ easement. Add watermain and easement to plans. Water <br />service needs to come off this line vs. an open cut in Palmer Drive. Fire <br />Marshall and Mechanical Contractor to determine sizing and specific <br />requirements for fire protection if required. Depending on size of service <br />needed for fire flow, a separate domestic line may be required. <br />2. A permit will be required for all sewer and water connections and shall be <br />inspected by Public Works. <br />3. The owner/engineer will need to obtain a permit from MnDOLI for watermain <br />construction and internal plumbing design. <br />4. A curb stop or gate valve will be required to allow for service shut -offs.
