1 <br />RESOLUTION <br />CITY COUNCIL <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF A <br />SPECIAL USE PERMIT TO AUTHORIZE AN AUTOMOTIVE SALES BUSINESS TO OPERATE <br />AT 550 COUNTY ROAD D WEST, SUITE 1 <br /> <br /> <br />WHEREAS, the City of New Brighton is a municipal corporation, organized and existing under the <br />laws of the State of Minnesota; and, <br /> <br />WHEREAS, the City Council of the City of the New Brighton has adopted a comprehensive plan <br />and corresponding zoning regulations to promote orderly development and utilization of land within <br />the city; and, <br /> <br />WHEREAS, Bilal Haidari (the “Applicant”) made application to the City on 8/24/18 for a special use permit <br />to authorize an automotive sales business called Silver Lake Auto on the property located at 550 County Road <br />D West which has the property identification number of 32-30-23-43-0013; and <br /> <br />WHEREAS, the requested Special Use Permit would allow an automotive sales business consisting of office <br />space and the keeping of no more than five (5) vehicles for sale on site at any given time; and <br /> <br />WHEREAS, Mr. Bilal has indicated that Silver Lake Auto’s business is entirely on-line and overseas, and the <br />business has no intent to ever have on-site inventory but must show the ability to have at least five (5) spaces <br />for inventory in order to obtain a dealer’s license from the State of Minnesota; and <br /> <br />WHEREAS, the special use permit would authorize the proposed automotive sales business within Suite 1 of <br />the existing building at 550 County Road D West; and <br /> <br />WHEREAS, the use would have access to a minimum of seven (7) reserved parking spaces for employees <br />along with additional shared parking available to tenants of the building; and <br /> <br />WHEREAS, staff fully reviewed the request and prepared a report for consideration by the Planning <br />Commission on September 18, 2018; and <br />WHEREAS, the Planning Commission held a public hearing on the request at the September 18th meeting <br />and considered input from residents; and <br />WHEREAS, the Planning Commission recommended approval of the request based on the applicant’s <br />submittals and findings of fact; and <br />
