3-16 New Brighton Comprehensive Plan | 2040 DRAFT <br />LU 1.4 Encourage developments that mix employment and residential uses <br />in the interest of reducing overall travel demand. <br />LU 1.5 Disallow spot zoning and strip zoning to avoid uses that are <br />incompatible with the surrounding area. <br />LU 2.0 Create a “sense of place” that has a distinct and <br />memorable historical character supported by a <br />framework that facilitates walking and biking <br />as well as driving. <br />LU 2.1 Encourage developments to reflect the heritage of New Brighton, in <br />particular, the stockyard and original downtown era. <br />LU 2.2 Facilitate a stronger sense or feeling of place within neighborhoods <br />by maintaining and upgrading park facilities as user needs and <br />desires change. <br />LU 3.0 Maintain safe and connected neighborhoods as <br />the building blocks for the greater community, <br />focusing on quality, livability, and compatibility. <br />LU 3.1 Ensure that new housing is designed to have a relationship and <br />connectedness with the larger neighborhood of which it is a part <br />rather than an inwardly focused island or buffer for another use. <br />LU 3.2 Protect established neighborhoods from unplanned land use and <br />traffic incursions attributable to development that would adversely <br />impact neighborhood quality, values, and character. <br />LU 3.3 Continue to communicate and involve neighborhood residents in the <br />public planning process. <br />LU 4.0 Provide land uses that promote quality life- <br />cycle housing that is affordable to households <br />at different stages of life and income levels. <br />LU 4.1 Mix densities and housing types within identified opportunity areas <br />in an effort to improve housing diversity. <br />LU 4.2 Employ a scattered site approach to affordable and group housing <br />rather than concentrating all such units in one or a few locations. <br />LU 4.3 Continue to actively enforce housing maintenance code <br />requirements. <br />LU 4.4 Create opportunities for reinvestment in the existing housing stock <br />in cooperation with Ramsey County. <br />LU 5.0 Create compact centers and multiple <br />use facilities that complement and serve <br />surrounding neighborhoods, to meet the needs <br />CREATE A SENSE <br />OF PLACE & THE <br />“FEELING” OF <br />COMMUNITY <br />PROVIDE A <br />DIVERSE STOCK <br />OF WELL <br />MAINTAINED <br />HOUSING <br />STRENGTHEN <br />COMMUNITY <br />CONNECTIONS
