Special Use Permit – Power of Faith Ministries <br />Planning Commission Report; 11-20-18 <br /> <br /> <br />Page 8 <br />(cont.) <br /> <br /> <br /> <br /> <br />STAFF COMMENTS: The nonconformities will be unchanged as a result of this <br />new SUP for the property. The location of the parking lot has long been established, <br />and there is no compelling reason for the City to require reconfiguration of the <br />parking lot due to the proposed new use on one floor of the existing building. <br /> <br />2. The impact of the expansion of any nonconformity upon adjacent premises is <br />reduced to the greatest practical extent. <br />STAFF COMMENTS: The nonconformity is not being expanded, nor is it proposed <br />to change in any way. <br />3. The extent of any nonconformity is reduced where practical. <br />STAFF COMMENTS: Staff finds this criterion is met. Because we cannot draw <br />a nexus between the proposed new use and a need to reconfigure the parking lot, <br />requiring changes to the existing parking configuration is neither advised nor <br />practical. <br /> <br /> <br />Supplementary Review & Public Comment <br />Additional <br />Information: <br /> Aerial photos and public safety’s local knowledge suggest there may be some level <br />of illegal outdoor storage occurring within the building’s parking lot (i.e. <br />permanently parked storage containers, large flatbed trailers, etc). Should such <br />activities be occurring, they would constitute an illegal use on the site that must be <br />discontinued. As that is a matter for enforcement, the issue has been forwarded to <br />the code compliance officer for examination. <br /> <br />Engineering <br />Review: <br /> Engineering reviewed the proposed plan for a new church at this location and had <br />no comments or concerns. <br /> <br />Public Safety <br />Review: <br /> The portion of the building to be used as part of this SUP is already sprinkled, and <br />there appear to be adequate exits from the lower level. No concerns were identified. <br /> <br />Public <br />Comment: <br /> Staff has not received any feedback from surrounding property owners as of <br />11/15/18. <br /> <br /> <br /> <br /> <br /> <br /> <br />
