As far as having a staff person to stop traffic during bus departure, we are unsure of the ability of <br />the District to provide qualified staff that are properly trained to direct traffic on a city street every <br />day. We have discussed the management of the bus departure with the District. We do not believe <br />the design will require additional staff to manage the bus departure. It may be that some directing <br />of traffic will be needed during the initial opening of the new design in order to get people used to <br />the transition. The District is prepared to find staff as needed for that. We believe that after the <br />initial adjustment period the bus drivers, parents, and other public will adjust their habits and <br />additional traffic management will not be necessary. <br /> <br /> <br />Site Review <br />In General:  Per Zoning Code Section 8-010, new building construction (other than double and <br />single family residences) shall be referred to the City Council for review. Review <br />of this SUP amendment will address this requirement, and the following is an <br />overview of important findings in relation to code requirements. <br /> <br />ROW Issues:  One unusual feature of this parcel that has clearly been ignored over the years is <br />the presence of two remnant pieces of right-of-way for 19th and 20th Streets as <br />shown here: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Per the aerial, it is clear that construction of both the school building and the small <br />parking lot were permitted within these ROWs at some point in the past, and <br />unfortunately neither the School District nor the City has made an effort to clean <br />up this problem. <br /> In working with school officials, it was agreed that the City would follow its past <br />practices and not treat these ROWs as areas from which setbacks must be met, but <br />in return the School District would apply and pay for a formal vacation of these <br />areas. Should there be any public interests within either area, such interests would <br />be protected via easements in favor of the City.
