March 13, 2018 <br />Consider Approval of Application for Optional 2 AM Liquor License — Big <br />Louie's Bar and Grill. <br />4. Authorize Staff to Issue a Gasoline and Tobacco License for Minnoco Xpress Inc. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to approve the Consent <br />Agenda as presented. <br />5 Ayes, 0 Nays - Motion Carried <br />Public Ilearing <br />Consideration of Resolution Ordering Project 18-1, 2018 Street Rehabilitation. <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to adopt a Resolution <br />ordering Project 18-1, 2017 Street Rehabilitation as proposed in the Feasibility Study, <br />authorize staff to proceed with the preparation of the plans and specifications and <br />designate the Director of Community Assets and Development as the engineer for this <br />improvement. <br />City Manager Lotter indicated Community Assets and Development Director Schlichbng would be <br />presenting this item to the Council. <br />Community Assets and Development Di=tor Schlichting explained the purpose of this item is to hold <br />the Public Improvement Hearing for proposed Project 18-1, 2018 Street Rehabilitation. A <br />detailed presentation of the Feasibility Study was made by staff. He reviewed the street, water <br />and storm sewer improvements that would be made through the Street Rehabilitation project. <br />He reported the total project costs were approximately $3.8 million or $2,700 per single family <br />lot. Staff reviewed the project timeline and anticipated construction would begin in May with <br />completion anticipated in October of 2018. It was noted if the Council approves the project at <br />the Public Improvement Hearing, staff will prepare plans and specifications based on the input <br />received at the improvement hearing and previously collected information. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:36 p.m. <br />Phillip Goodrich, 1129 Pike Lake Drive, stated he was a retired engineer. He stated he has <br />lived on the lake for 48 years. He explained he has completed water quality measurements on <br />the lake for much of this time and noted he serves as the Director of the Pike Lake Association. <br />He encouraged the City to protect Pike Lake as it was a critical time for the life of the lake. He <br />feared too much sediment had already flowed into the lake and should be addressed by the <br />City. He recommended that only small portions of the project area be opened at a time in order <br />to reduce runoff from the project. He stated the homes around this lake do not have flood <br />insurance but noted he would be purchasing flood insurance given the changes that were <br />occurring with storms. <br />Mayor Johnson asked for additional comments, there were none. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to close the <br />Page 3 of 5 <br />3.
