City Manager <br />Lotter explained TIF District No. 18 was a redevelopment district. Minor Subdivision, Special Use Permit & Site Plan Review: A request from <br />NROCK Properties, LLC and RLNB Properties LLC to create a new lot with <br />easements on the western third of the property located at 2350 Palmer Drive to <br />allow for construction of a new dental clinic with retail space — PID 19-30-23- <br />43-0039. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to recommend approval <br />of the Resolution to authorize the requested minor subdivision, special use permit, and <br />site plan to create a new lot with easements on the western third of the property located <br />at 2350 Palmer Drive to allow for the construction of a new dental clinic with retail space <br />based on the findings of fact and subject to the conditions recommended by staff. <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola explained Dr. David Ong, owner of <br />Silver Lake Smiles currently located at 1125 Silver Lake Road, is seeking approval to <br />construct a new building for his practice to the west of The Garage located at 2350 Palmer <br />Drive. The project includes a minor subdivision of the existing land and construction of a new <br />3,168 SF building. As allowed via SUP in the Palmer Overlay District, the building is proposed <br />to be closer to the road than 30 feet. The dental practice would fill 60% of the building <br />following construction, with the remaining 40% reserved for a different tenant or eventual <br />expansion of the dental practice. Staff provided further comment on the request and noted the <br />Planning Commission recommended approval of the minor subdivision, special use permit and <br />site plan for the new dental clinic with retail space. <br />Councilmember Burg commented on the discussion held by the Planning Commission and stated in the end <br />the Commission offered their support for the building and understood it would be different. However, the <br />Commission was willing to embrace the difference. <br />Councilmember Jacobsen requested further information regarding parking. Assistant Director ofCommunity <br />Assets and Development Gozola commented the building currently meets code with their 7 shared and 14 <br />parking spaces. <br />Mayor Johnson requested further information regarding the false wall. Brian Carpenter, Alchemy Architects, <br />discussed the false wall that would be located on the south and west sides ofthe building. He described how <br />sunlight would change the view ofthe building as the sun filtered through the screens and commented on the <br />organic garden being planned adjacent to the building. <br />Councilmember Burg thanked Planning Commissioner Tim McQuillan for his attendance at the Council <br />meeting. <br />Pubiie Hearing <br />Council Business <br />1.
