NEIN <br />WJBRIGHTON <br />building tomorrow today <br />Council Worksession <br />September 11, 2018 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Graeme Allen <br />Councilmember Mary Burg <br />Councilmember Emily Dunsworth <br />Councilmember Paul Jacobsen <br />Absent: <br />Staff in Attendance: Dean Lotter, Brenda Davitt <br />Guests in Attendance: <br />Discuss 2019 Budget <br />Lotter stated this item was being brought back for a summary prior to the Council meeting. He reported the <br />preliminary 2019 Budget would be approved by the Council tonight. <br />Davitt provided the Council with an updated general fund report. She reviewed the new items that were <br />included in the 2019 budget and discussed how this impacted the City's finances. She commented on the <br />City's population estimates for the coming years and noted the levies being proposed for comparable cities. <br />She reported the City was proposing to have a 9.84% tax levy for the coming year. <br />Councilmember Allen thanked staff for the thorough summary on the 2019 budget. He stated he could support <br />a $7 increase for the median value homeowner. <br />Councilmember Jacobsen agreed especially with the strong financial direction the City was heading. He stated <br />he was really proud of the great foundation the City was putting in place for its future. <br />Councilmember Burg stated she would prefer the percent to be smaller, but understood the long-term <br />sustainability was more important for the City's future. She requested staff point out the City was setting aside <br />funds for streets for the future within the presentation for the public. <br />Councilmember Dunsworth stated she too would like to see a smaller percentage, but appreciated the fact that <br />staff had provided a breakdown on how the increase would impact the median value homeowner. She <br />discussed how important streets were to the community and its vitality. <br />Mayor Johnson stated she understood the proposed tax levy increase was significant, but commented per capita <br />it was quite small. She was of the opinion the City Council was being responsible by looking towards the <br />future. She commented on how the "scoop" has impacted the City over the past five to ten years. She thanked <br />staff for being creative and resourceful within the budget. She stated she was not afraid of the budget or its <br />numbers. <br />
