September 25, 2018 Page 3 of 6 <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:09 p.m. <br />Richard Fremath, 535 Redwood Lane, discussed the condition of Redwood Lane after the reconstruction <br />project. He noted there were several safety hazards that were not marked by cones or flashing lights. He <br />expressed concern with the public's safety, especially with Halloween coming. He described the poor <br />curbing and disrupted yards that was left by the contractor along his block of Redwood Lane. He encouraged <br />the City to investigate this matter and have the work completed yet this fall. <br />Deb Burchette, 632 Redwood Lane, explained there was a lot of cracked curbing and driveways that was not <br />fixed by the contractor. She indicated the quality of the work was questionable. She encouraged the City to <br />improve the level of communication between the contractor or City and the residents. <br />John Kauthold, 611 Redwood Lane, commented the sod that was used by the contractor did not take in a lot <br />of places. He reported his front yard was in terrible condition because the contractor left a large piece of <br />equipment in his yard, which killed the sod. He discussed the amount of money he spent on replacing this <br />sod and noted this was an expense he would be paying on top of his assessment. He commented on the <br />freezing problem he had last winter and explained this would be a huge expense for him to maintain each <br />year. He requested the Council visit his street to see how poorly the sod was installed. <br />Mayor Johnson asked for additional comments, there were none. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to close <br />the Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was closed at 7:26 p.m. <br />Motion by Councilmember Allen, seconded by Councilmember Burg to adopt the assessment <br />Resolution from the 2018 Special Assessment Report, Project 17-1, 2017 Street <br />Rehabilitation. <br />Mayor Johnson asked for comment from staff regarding the concerns expressed by the residents in <br />attendance. Community Assets and Development Director Schlichting explained the escrow funds being <br />held by the City would assist in motivating the contractor to finish the project yet this fall. He stated the City <br />was not happy with their concrete contractor or the landscaping contractor. He noted City staff has marked <br />the concrete five different times this summer. He reported hairline cracks within the curbing was not going to <br />be replaced. He indicated curbing got replaced when there was a''/z inch depression or more. <br />Mayor Johnson questioned how the City would get the contractor back out to complete the work. <br />Community Assets and Development Director Schlichting stated he would be speaking with the City <br />Attorney regarding this matter and ifthe contractor was unresponsive, City staffwould be hiring a contractor <br />to complete the work and paying for this contractor with the escrow funds. <br />Councilmember Dunsworth inquired ifthe Council should hold offon approving the special assessments. <br />Mayor Johnson explained the City had incurred costs and the assessment amounts would remain as is. She <br />reported the City would take the necessary action to get the sod work completed. <br />Councilmember Burg thanked the residents in attendance for bringing their concerns to the City Council. She <br />asked how the City would be addressing the pipe freezing concerns. Community Assets and Development <br />Director Schlichting reported he was uncertain as to why this resident had a pipe freeze when this has not <br />occurred in the past. He explained he would be checking with the resident to see if these pipes were properly <br />
