<br />Approved <br /> <br />. <br /> <br />MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting - November 15, 2005 <br />7:00 a.m. <br /> <br />Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa <br />Harreld, Ken Johnson, John Kaufhold, Steve Larson, Mark Nelson, Gary Stang and Bruce <br />Nustad. <br /> <br />Members/Liaisons Absent: Sharon Doffing. <br /> <br />Staff Present: Matt Fulton, Grant Femelius, David Black, and Jennifer Lavandowska. <br /> <br />Other Present: Geoff Martin (Dahlgren, Shardlow & Uban). <br /> <br />Call to Order <br />Linda Harmon called the meeting to order at 7:02 am. <br /> <br />Approval of Minutes <br />The minutes of the October 11, 2005 meeting were presented for approval. All approved. <br /> <br />. <br /> <br />Northwest Quadrant Report <br />Design Guidelines <br />GeoffMartin presented a summary of the proposed Design Guidelines for the Northwest <br />Quadrant. The objectives are to reinforce the community vision, protect public and private <br />investment, establish the desired character and intent of principles and codes, and to foster <br />sustainable high-quality development practices. The main components are the Public Realm, the <br />Site Design Guidelines and the Architectural Guidelines. <br /> <br />Members questioned whether several elements were addressed in the guidelines. Delaune asked <br />about the timing ofthe replacement of the 1-694 bridge. Black responded that this decision <br />would not be a part of these guidelines. Benke suggested that that the City would have to be <br />prepared to advance the funds and be repaid ifit wants the bridge replaced before 2013. <br /> <br />Fulton noted that the city would be looking at the street widths and parking throughout the <br />development. Several commissioners expressed concerns that there may not be enough parking <br />for visitors in the residential portion of the development and that the roads may be too narrow. <br />Black reported that the City will be working with DSU to compare the City's current codes to the <br />proposed Design Guidelines. The City may create new codes or modify existing standards for <br />the development to ensure the guidelines are followed. <br /> <br />Black suggested that members continue to review the draft and contact him with any additional <br />. questions or suggestions. <br /> <br />Housing Tour <br />Before the end of the month, staff will try to set up a tour of similar developments in the area.
