<br /> <br /> <br />MINUTES <br />Public Safety Commission <br />February 11, 2019 City Hall <br />Council Chambers 6:30 p.m. <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. by Chair Hollimon. <br /> <br />II. Roll Call: <br />Members Present: Commissioners William Cook, Amina Ghouse (arrived at 6:45 p.m.), Geoff <br />Hollimon, Tanya Kessler, and Karen Wagner. <br /> <br />Members Absent: Commissioner Robert Boyd, and Stephanie Malone. <br /> <br />Also Present: Director Tony Paetznick, Sergeant Burt Emerson, and Council Member Emily <br />Dunsworth. <br /> <br />III. Approval of Agenda <br /> <br />Motion by Kessler, seconded by Wagner to approve the February 11, 2019 agenda as presented. <br />Motion carried 4-0. <br /> <br />IV. Approval of Minutes <br /> <br />Motion by Kessler, seconded by Cook to approve the January 14, 2019 minutes as presented. <br />Motion carried 4-0. <br /> <br />V. Presentations and Public Hearings <br /> <br />A. Police Officer Use of Force – Sergeant Burt Emerson <br /> <br />Director Paetznick stated Sergeant Burt Emerson would be providing the Commission with a <br />presentation on Police Officer Use of Force. <br /> <br />Sergeant Emerson discussed the Public Safety Department’s use of force policy with the <br />Commission. He described the criteria which is used to determine when force may be used. <br />He explained the importance of unarmed control measures that are authorized by the <br />department. He commented on the circumstances which justify the use of deadly force and <br />the liabilities attached to this use of force. He reviewed Lexipol Policy 300 which states <br />Officers shall use only that amount of force that reasonably appears necessary given the facts <br />and circumstances perceived by the officer at the time of the event to accomplish a legitimate <br />law enforcement purpose. He reviewed the Statutes regarding the justifiable taking of life.
