<br /> <br />He discussed the City’s less than lethal tools and noted these were valuable tools for officers. <br />He commented on the department’s de-escalation policies and techniques. He reported <br />officers were attending numerous training sessions to assist with de-escalation. <br /> <br />Discussion included: <br /> How officers use tasers on non-compliant individuals. <br /> The use of deadly force and when it can be implemented by officers. <br /> Use of force on the mentally unstable, emotionally disturbed or people in crisis was <br />discussed. <br /> The number of use of force events in 2018 was reviewed. <br /> <br />VI. Reports and Updates <br /> <br />A. Allina Health – Dave Matteson <br /> <br />Director Paetznick reported Dave Matteson could not be in attendance this evening. <br /> <br />B. Public Safety Update – Director Paetznick <br /> <br />Director Paetznick commented on the weekly memos that were being provided to the <br />Commission. He updated the Commission on several staffing changes and noted he was <br />excited for the department to have 30 sworn officers. He discussed two life-saving events <br />that occurred in New Brighton and reported these events would be brought to a City Council <br />meeting in the near future. The preliminary crime stats for 2018 were discussed. He <br />requested New Brighton residents keep their fire hydrants free and clear of snow this winter <br />in case of an emergency. He commented on the recent edition of the City’s newsletter and <br />stated he was proud of the feature article. He discussed the situation that occurred with the <br />Mayor at the end of January. He noted all official statements from the City regarding this <br />incident would be provided by the City Manager or Mayor Johnson. <br /> <br />C. City Council Update – Emily Dunsworth, Councilmember <br /> <br />Councilmember Dunsworth stated the Council received a presentation from Joe Kelly with <br />the Homeland Security Department at their worksession meeting last Tuesday. She reported <br />the City Council would be meeting next on Tuesday, February 12th. Further discussion <br />ensured regarding the old New Brighton Elementary School redevelopment project. <br /> <br />VII. Business Items <br /> <br />A. Traffic Stop Data Collection – Tony Paetznick, Public Safety Director <br /> <br />Director Paetznick reviewed the 2018 traffic stop data with the Commission. He explained <br />the City began collecting this data in 2016. He stated officers completed over 4,000 traffic <br />stops last year. He commented on the location of the majority of the traffic stops in the City <br />and noted where the most traffic accidents occurred. He discussed the temporary traffic <br />signals that would be installed in New Brighton in 2019 for the I-35W improvement project. <br />He reported the traffic stop data would be posted on the City’s website. <br /> <br />
