<br /> <br />5 <br /> <br />Assistant Director of Community Assets and Development Gozola reported the density range for this <br />property was addressed during the drafting of the new Comprehensive Plan. He explained a range of 8 <br />to 40 units per acre was determined to be the proper range for this property. <br />Chairperson Nichols-Matkaiti asked if a project had to come in at 8+ units per acre in order to be <br />considered by the City. Assistant Director of Community Assets and Development Gozola stated this <br />project would come forward as a PRD which would be specially tailored to this site keeping the <br />Comprehensive Plans objectives in mind. He reported the price for this land would drive the need for <br />density in order to make the project economically feasible. He noted the original plans for the site <br />have been reworked by the developer, and new plans were sent out to the neighbors in December. He <br />anticipated a project similar to the distributed concepts is likely to come forward for City <br />consideration. <br />Commissioner Fynewever requested further comment from staff on all of the ways staff sought input <br />from the public on the Comprehensive Plan. Assistant Director of Community Assets and Development <br />Gozola reviewed the numerous ways the City reached out to the residents to gain feedback on the <br />Comprehensive Plan. <br />Mr. Dietrich commented some residents did not receive notifications in a timely manner regarding the <br />proposed redevelopment at the old New Brighton Elementary School. <br />Becky Bates, 718 10th Avenue NW, requested this vote be tabled pending an inquiry. She explained <br />that she believes not all residents within 300 feet of said property were duly notified. She asked that <br />she be supplied with the list that was notified so she is able to review and ensure all residents were <br />properly notified. <br />Jeffrey Nelson, 690 8th Avenue, asked if his property was zoned R-1 and if this would be changed. <br />Assistant Director of Community Assets and Development Gozola discussed the R-1 zoning district and <br />noted the zoning for Mr. Nelson’s property would not change. He reported the proposed development <br />is proposed to be conditionally rezoned to R-3B. <br />Mr. Nelson requested the old New Brighton Elementary School be zoned R-1 stating the City did not <br />need additional density on this property. He asked how hard it would be to change the zoning for this <br />property to R-1. Assistant Director of Community Assets and Development Gozola explained the <br />Comprehensive Plan was a result of two years of efforts of the City and reported the old New Brighton <br />Elementary School was slated for redevelopment with a higher density than allowed under R-1 zoning. <br />He indicated the City had housing needs and stated this property was available to meet this need. He <br />encouraged the residents in attendance to address their concerns with the proposed development <br />once the City receives a PRD. He stated the City greatly values feedback from residents regarding the <br />location of sidewalks, how traffic should flow, etc. He commented the residents can certainly ask for a <br />Comprehensive Plan Amendment, but he does not believe this would be successful at this time. <br />Mr. Nelson stated no one from the City came to talk to him or his neighbors about the proposed <br />rezoning of the old New Brighton Elementary School site, or to discuss the 2040 Comprehensive Plan. <br />He expressed frustration with the fact he and his neighbors had no say in the matter.
