<br /> <br />12 <br /> <br />Motion by Commissioner Frischman, seconded by Commissioner McQuillan, to close the Public <br />Hearing. <br />Approved 7-0. <br />Chair Nichols-Matkaiti closed the Public Hearing at 9:51 p.m. <br />Commissioner McQuillan asked if the applicant would be willing to acquire more land for additional <br />parking or provide the City with a surety. Mr. Mentz stated not knowing what the dollar amount <br />would be it would be difficult for him to respond to this question. He anticipated he could reach a <br />1.5 parking ratio. He estimated he would have to reduce the size of the workforce housing building <br />by six units in order to meet this ratio. <br />Commissioner Frischman commented she feared this development was severally under parked. She <br />was not sure that a specific ratio had to be achieved, but just that additional parking had to be <br />considered for the site. <br />Commissioner Frush agreed. <br />Commissioner Frischman recommended the applicant be required to improve the parking <br />opportunities without having to remove greenspace in the future. <br />Commissioner Biedenfeld asked how the site would be accessed by emergency vehicle. Assistant <br />Director of Community Assets and Development Gozola reported the development had two <br />emergency vehicle entrance points. <br />Commissioner Biedenfeld questioned how the parking along 7th Street would be utilized by this <br />development. Assistant Director of Community Assets and Development Gozola explained the on- <br />street parking could be used during the day and reported no overnight parking would be allowed. <br />Commissioner Biedenfeld stated his main concern was with the lack of parking at the workforce <br />housing building. He indicated he would like to see more parking proposed for this building prior to <br />offering his approval to this request. <br />Commissioner Frischman commented she too had concerns with the parking at the workforce <br />housing building. <br />Chair Nichols-Matkaiti explained she was also concerned, but noted the Commission had no reason <br />to not trust the developer’s numbers. She reported the site would have proof of parking available to <br />address any parking needs in the future. Assistant Director of Community Assets and Development <br />Gozola explained the Commission could make a condition for approval addressing the parking <br />concerns to make it clear for the City Council. <br />Chair Nichols-Matkaiti questioned if a hard and fast number should be set within Condition 11. <br />Commissioner Frischman stated perhaps a conversation has to be held between the developer and <br />the City to see how much more parking was necessary. Assistant Director of Community Assets and <br />Development Gozola indicated Condition 11 could be amended to read: The applicant shall work with <br />staff to address the inadequate parking needs for the workforce housing building via proof of parking <br />or a surety to expand parking if problems arise. <br />
