<br /> <br />13 <br /> <br />Commissioner Frischman commented another option would be to remove a stack of units within the <br />building. Assistant Director of Community Assets and Development Gozola recommended the <br />proposed condition for approval still be forwarded to the City Council as this would allow the Council <br />to make the final determination on this matter. <br />Commissioner Biedenfeld questioned how many parking spots should be set aside for the public park <br />area. Assistant Director of Community Assets and Development Gozola stated typically this park <br />would be utilized by those living in the area. He noted this would be a small play area that would not <br />be programmed for active uses. <br />Commissioner Biedenfeld asked how deep the stormwater depression would be. Mr. Hoyer reported <br />the area would be three to four feet deep and water would only be in this area during a rain event <br />and would then dissipate into pipes. <br />Commissioner Frischman stated she would like to see the City address the parking concerns for the <br />workforce housing building now versus having to remove greenspace in the future. Assistant Director <br />of Community Assets and Development Gozola commented one of the unique situations for this lot <br />was the fact the land to the south was guided for development and was owned by the City. He <br />stated this would make it much easier to implement a solution for the parking concerns. <br />Commissioner Frischman stated she would struggle with Condition 4 with respect to how the homes <br />along the vacated portion of 7th Street would be impacted. She explained she also had concerns <br />with the proposed building height. She anticipated building height would be a big concern for the <br />residents along 7th Street. She suggested a berm be considered for this area to assist with screening <br />the new units from the existing homes. Assistant Director of Community Assets and Development <br />Gozola suggested Condition 33 be added to state: Dominium shall utilize the lower pitched roofs and <br />Pulte Homes shall go away from the concept with the rooftop terraces. <br />Commissioner Frush asked which of the townhome units would have lower roofs. Mr. Hoyer stated <br />this was an unknown at this time. He indicated he did not want to commit to having lower rooftops <br />this evening because it would eliminate options for the future owners. <br />Commissioner Frischman recommended the rooftops be lower for the units along vacated 7th Street <br />given the fact there was no buffer between the existing homes and the new townhomes. Assistant <br />Director of Community Assets and Development Gozola suggested Condition 33 be added to state: <br />Pulte Homes shall have lower pitched roofs for the homes along existing 7th Street and the western <br />units along 8th Avenue NW. He commended the Commission for the high level of discussion that has <br />been held regarding this development. <br />Commissioner Biedenfeld explained the senior housing along 751 was even taller and tighter to the <br />adjacent homes. <br />Commissioner Frischman agreed. Assistant Director of Community Assets and Development Gozola <br />suggested in terms of height, the City look at other developments in the City to see what height they <br />were at in order to meet certain density requirements. <br />Commissioner Frischman stated she would like to see a larger setback for this building or for the <br />building to be lowered. She asked if the encroachment into the setback was from the balconies. Mr. <br />Mentz reported this was the case. He noted the balconies could be shifted to the east or west side. <br />
