<br /> <br />5 <br /> <br />c. The subdivider must transfer good and marketable title to the City, free and clear of any <br />mortgages, liens, encumbrances or assessments, except easements or minor <br />imperfections of title acceptable to the City. <br />d. If the land is not formally dedicated to the City with the final plat, the subdivider shall <br />record all deeds for conveyance of the property to the City at the same time as the final <br />plat or other appropriate division documents are filed. <br />29. Location of all boundary property lines to be worked out with DCAD staff prior to submittal of <br />final plans. <br />30. Future plans shall address all Ramsey County comments in their email dated 5/13/19. <br />31. Application for Final PRD approval will only be accepted as complete if the 2040 <br />Comprehensive Plan has been put into effect by the City following authorization to do so by <br />the Metropolitan Council. <br />32. Approval of this Preliminary Planned Residential development shall remain valid between the <br />date of approval, and 180 days from the date the 2040 Comprehensive Plan is put into effect <br />by the City Council. One extension of up to an additional 180 days may be approved by the <br />City Council thereafter. <br />Commissioner McQuillan requested further information regarding park dedication. Assistant <br />Director of Community Assets and Development Gozola reviewed the location of the proposed <br />dedicated park and explained this park area would be public. He noted final details for the park <br />would have to be worked out with the developer. He explained there would be a private play area on <br />the workforce housing complex site. <br />Commissioner Frush requested further information regarding the workforce housing parking <br />situation. Assistant Director of Community Assets and Development Gozola stated share parking <br />agreements may be created in the future after the Public Works Facility moves. <br />Commissioner Biedenfeld questioned if the 18 on-street parking spaces would be designated for <br />senior housing tenants. Assistant Director of Community Assets and Development Gozola reported <br />this parking would not be designated for seniors, but would be available for seniors. <br />Commissioner Biedenfeld stated he had concerns with the proposed 1.44 parking ratio for the <br />workforce housing. <br />Commissioner Frischman asked if the number of units within the workforce housing could be <br />reduced in order for the proposed parking to meet the needs for the development. She questioned <br />how many units would be lost in order to meet the City’s parking requirements. Assistant Director of <br />Community Assets and Development Gozola stated he did not know this number. <br />Chair Nichols-Matkaiti commented on the 7th Street NE road changes and inquired what it would <br />mean to vacate this street. Assistant Director of Community Assets and Development Gozola <br />explained 7th Avenue NW would now become a dead end and a portion of 7th Street NW would <br />become greenspace. He noted private driveways would have to be constructed for two property <br />owners. <br /> <br />
