2

V. Report from City Council Liaison
Councilmember Dunsworth reported the Council was currently reviewing the 2020 budget. She
discussed the demolition work that had begun at the old New Brighton Elementary School site.

VI. Public Hearing
1) SPECIAL USE PERMIT: Request from Larry Tyson and Bill Kirkpatrick on behalf of Big Blue Box to
utilize 401 1st Street SW as an extension of the existing Big Blue Box use currently operating on
the adjacent parcel at 565 1st Street SW. Uses specific to this new site will include the outside
storage of shipping containers up to three high in approved locations, and truck/trailer repair
and parking for business vehicles – PID 32-30-23-11-0002.
Assistant Director of Community Assets and Development Gozola reported Big Blue Box is looking
to repurpose the existing buildings and open parking areas at 401 1st Street SW into an
expansion of their business currently located on an adjacent parcel at 565 1st Street SW. Big Blue
Box is a storage container & cargo container business that rents, sells and stores new and used
portable storage containers. Staff provided further comment on the request and recommended
approval of the Special Use Permit, based on the findings of fact and subject to the following
conditions:
1. Storage over existing catch basin openings on the property shall be prohibited.
2. The applicant shall address stormwater concerns if unforeseen issues arise (or become
foreseeable) as a result of the on-site storage and/or proposed reconfiguration of on-site
storage via administrative approval.
3. A sign permit shall be obtained for any future signage changes requested on the property.
4. All existing/old parking lot striping not specifically approved as part of this SUP shall be
removed to eliminate confusion as to where parking is and is not allowed.
5. New striping for designated car/vehicle parking areas shall be applied to the pavement per
the approved final plan.
6. Reconfiguration of the approved storage layout, which does not substantially change or
increase overall storage on the property, may be administratively approved by City staff
provided the amended storage pattern is approved by public safety and will always allow for
emergency access to all areas of the site.
7. Storage items, if stacked, shall never exceed the height maximum for structures as allowed by
the underlying zoning district.
8. The applicant must follow all MnDOT recommendations and limit the height of the storage
within MnDOT right-of-way to one container.
9. No storage of business vehicles or containers on the public right-of-way.

Commissioner McQuillan asked what the maximum height was for storage in this zoning district.
Assistant Director of Community Assets and Development Gozola reported the maximum height
was 40 feet, which would allow the storage containers to be stacked three high.
