<br /> <br />4 <br /> <br />Commissioner Biedenfeld requested further information regarding how other communities <br />manage outdoor pools. Assistant Director of Community Assets and Development Gozola <br />discussed the differences between Option 1 and Option 2 with respect to outdoor pool <br />regulations. He explained the State of Minnesota allows communities to regulate swimming <br />pools. <br />Chair Nichols-Matkaiti asked if the proposed language would keep residents from draining a pool <br />into a nearby lake. Assistant Director of Community Assets and Development Gozola stated this <br />was a good point and language could be written into the Ordinance regarding this matter. <br />Chair Nichols-Matkaiti supported all outdoor pools being fenced. <br />Commissioner McQuillan stated he wanted to see the Option 1 language move forward within <br />the Ordinance. He explained he did not believe a pool cover was sufficient in protecting young <br />children and that a fence should be required for all residents or multi-family properties with an <br />outdoor pool. Assistant Director of Community Assets and Development Gozola reviewed the <br />fencing language within the Ordinance. <br />Commissioner McQuillan discussed the location of his neighbor’s garbage containers and asked if <br />this was acceptable. Assistant Director of Community Assets and Development Gozola reviewed <br />the proper locations for storing garbage cans on residential properties. <br />Commissioner McQuillan stated he didn’t want the code to read like the City was picking on <br />homeowners that lived on corner lots. He asked if the Council was tremendously hung up on this <br />item. Assistant Director of Community Assets and Development Gozola commented he was <br />uncertain and encouraged the Commission to debate this issue and make a recommendation to <br />the City Council. <br />Councilmember Dunsworth questioned if staff tracked complaints for each property in the City. <br />Assistant Director of Community Assets and Development Gozola reviewed the complaints the <br />City received in 2018. <br />Commissioner Biedenfeld inquired if the complaints could be tracked by the type of offense. <br />Assistant Director of Community Assets and Development Gozola explained the City was <br />purchasing new software that would allow for different types of offenses to be tracked for each <br />property. <br />The Commission did not support adopting Section 7 of the Ordinance until the City had more data <br />or information from the new code enforcement software program. <br />Commissioner Biedenfeld recommended parking concerns not be complaint based but that the <br />Public Safety Department enforce this matter, especially around the new Midtown Village <br />development. The Commission supported this recommendation. <br /> <br />Motion by Commissioner Melquist, seconded by Commissioner McQuillan, to recommend the <br />City Council approve an Ordinance updating language on zoning enforcement and enforcement <br />activities relating to the City’s most common complaints and issues, as amended per <br />Commission discussion. <br />Approved 6-0.
