<br /> <br />2 <br /> <br />budget and tax levy. He thanked the Commission for reviewing and making a recommendation to <br />the Council regarding the Code Enforcement Ordinance. <br /> <br />VI. Public Hearing <br />1) Special Use Permit: Application for the City of New Brighton to relocate an existing salt shed on <br />the Public Works site at 700 5th Street SW to a new location that will accommodate the <br />recently approved Midtown Village development and its potential future parking needs – PID <br />29-30-23-13-0024. <br />Assistant Director of Community Assets and Development Gozola reported the City of New <br />Brighton is seeking authorization to move the existing salt shed building at 700 5th Street NW to <br />a new location on the southern portion of the property. Movement of the salt shed is needed to <br />accommodate the recently approved Midtown Village development and its potential need for <br />additional parking. Staff provided further comment on the request and recommended approval <br />of the Special Use Permit, based on the findings of fact and subject to the following conditions: <br />1. All lighting shall be directed downward and installed so as to prevent direct light fr om being <br />detectable at the lot line; lighting is also not to shine directly into the public right-of-way. <br />2. The applicants shall obtain authorization from the RCWD for their site plan and proposed <br />building before making improvements to the site. <br />Chair Nichols Matkaiti asked if the existing shed would be torn down and moved. Assistant <br />Director of Community Assets and Development Gozola reported the City would be purchasing a <br />new salt shed that would be paid for by the developer. <br />Chair Nichols-Matkaiti opened the Public Hearing at 7:14 p.m. <br /> <br />Motion by Commissioner McQuillan, seconded by Commissioner Frush, to close the Public <br />Hearing. <br />Approved 7-0. <br /> <br />Motion by Commissioner Biedenfeld, seconded by Commissioner McQuillan, to approve staff <br />recommendation. <br />Approved 7-0. <br /> <br />2) Special Use Permit: Application from JBL Investments LLC and Zahl Petroleum to establish an <br />indoor/outdoor warehousing and assembly facility for above ground storage tanks at 3595 <br />New Brighton Road – PID’s 33-30-23-22-0074 (& 28-30-23-33-0030 in Arden Hills) <br />Assistant Director of Community Assets and Development Gozola reported Zahl Petroleum would <br />like to establish a new location for the assembly of pumps and accessories onto above ground <br />fuel tanks at 3595 New Brighton Road within the City. No fuel would be stored in the tanks, and <br />vehicle traffic to and from the property would be consistent with adjacent I-1 uses.
