<br /> <br />3 <br /> <br />alleyway, and the applicants would like to phase in paving of the storage yard over the next few <br />years. Staff provided further comment on the request and recommended approval of the Special <br />Use Permit, based on the findings of fact and subject to the following conditions: <br />1. The existing building in the NE corner of the property that is bisected by municipal boundary <br />lines of Arden Hills and New Brighton shall be removed. <br />2. Proposed fencing along New Brighton Road shall be black vinyl chain link with vertical vinyl <br />slats to provide required screening. <br />3. Above ground storage tanks and other outside storage, if/when stacked, shall not exceed the <br />height maximum in the I-1 district (currently 40’). <br />4. The applicant shall submit a planting plan subject to approval by the City for ester showing <br />coniferous trees in logical/gap locations along the northern property line, plantings of native <br />natural grasses around the building, and (if possible) inclusion of a natural stormwater <br />amenity (i.e. rain garden or bioswale) as part of the final stormwater management plan for <br />the site. <br />5. All lighting shall be directed downward and installed so as to prevent direct light from being <br />detectable at the lot line; lighting is also not to shine directly into the public right-of-way. <br />6. The applicant shall have their surveyor do all necessary due diligence to identify the current <br />status of the alleyway on the updated survey. <br />a) If vacated, the non-vacated area around the lift-station shall be protected via mechanisms <br />agreed to with the Department of Community Assets and Development. <br />b) If NOT vacated, the applicant shall initiate a request for the City to vacate any unnecessary <br />portion of the alley, OR Enter into an encroachment agreement with the City to allow <br />access to the easement. If the applicant seeks the vacation and it is not approved, an <br />encroachment agreement must be signed for the SUP and site plan to remain valid. <br />7. Engineering comments in the 9/11/19 Engineering Memo shall all be addressed. <br />8. By the end of 2022, the site shall be paved and curbed as agreed upon with the Department <br />of Community Assets and Development. <br />a) The applicant shall be responsible for street sweeping all dirt, mud, and/or debris tracked <br />into the public right-of-way from the site prior to the site being paved; <br />b) Following paving of the lot, the applicants shall also stripe all approved parking and <br />storage areas to protect the integrity of emergency access drive aisles; <br />c) Paving/curbing will need to accommodate turning radii from New Brighton Road for large <br />vehicles and semi-trailers; <br />d) Final design shall be subject to approval by DCAD. <br />9. Proposed signage for the site shall be reviewed and approved via a separate sign permitting <br />process. <br />10. The applicants shall equip their facility with a fire box approved by the fire marshal mounted <br />a location approved by the fire marshal.
