<br /> <br />4 <br /> <br />11. The applicant shall obtain, if necessary, approval for parking spaces proposed to reside in <br />Arden Hills. Should Arden Hills ever revoke authorization for said parking spaces, the <br />applicant must immediately identify 8 new employee parking spaces on the NB site (or more <br />if the employment ratio in the future demands additional spaces). Failure to do so shall be <br />grounds for revocation of the SUP. <br />12. Employees and equipment shall not be parked on-street in adjacent areas, and the site shall <br />remain self-sufficient with parking throughout the life of the SUP and site plan authorization. <br />13. The applicants shall obtain authorization from the RCWD for their site plan and proposed <br />building before making improvements to the site. <br />14. Reconfiguration of the approved storage layout, which does not substantially change or <br />increase overall storage on the property, may be administratively approved by City staff <br />provided the amended storage pattern is approved by public safety and will always allow for <br />emergency access to all areas of the site. <br />Commissioner Frischman asked if vehicles would be challenged coming from the north and <br />turning into this property. Assistant Director of Community Assets and Development Gozola did <br />not believe this would be a concern. He commented further on the turning radius that was <br />required for large vehicles and noted the site could accommodate larger vehicles. <br />Commissioner Frischman questioned if the land across the street, in Arden Hills, was b uildable. <br />Assistant Director of Community Assets and Development Gozola reported this land was most <br />likely wetland and was not buildable. <br />Commissioner Frischman expressed concern with the amount of water would be running off of <br />this property into the adjacent wetlands. Assistant Director of Community Assets and <br />Development Gozola explained the applicant would have to receive watershed approval and <br />would have to manage all stormwater runoff onsite. <br />Councilmember Jacobsen asked if the adjacent property was zoned Industrial. Assistant Director <br />of Community Assets and Development Gozola reported this whole area was zoned I-1. He <br />reported the adjacent apartments were a non-conforming use in the I-1 zoning district. <br />Chair Nichols-Matkaiti opened the Public Hearing at 7:32 p.m. <br />Tom Menke, Zahl Petroleum, discussed his business operation with the Commission and noted he <br />already owned the property in question. He explained his business would be quiet and <br />anticipated only one person would be onsite during the day. <br />Commissioner Frischman asked how the tanks were delivered to the site. Mr. Menke explained <br />the tanks were delivered by a 53’ semi-truck or smaller delivery truck. He explained these <br />deliveries were made monthly or every other month and not on a daily basis. <br />Councilmember Jacobsen questioned how many employees Mr. Menke would have at this site. <br />Mr. Zahl stated he would have between 12 and 14 employees at this facility. <br /> <br />Motion by Commissioner McQuillan, seconded by Commissioner Frischman, to close the Public <br />Hearing. <br />Approved 7-0.
