Public Hearing <br />1) Special Use Permit Amendment & Site Plan Review: Request from Mounds View Public Schools <br />to make improvements to Sunnyside Elementary School by expanding the cafeteria, adding <br />classrooms and redesigning the bus drop off area to improve student safety; 2070 County Road <br />H – PID 18-30-23-12-0001. <br />Assistant Director of Community Assets and Development Gozola reported Mounds View Public <br />Schools is seeking to make improvements to Sunnyside Elementary School by expanding the <br />cafeteria, creating a new kitchen, adding five classrooms (including flexible learning space & <br />bathrooms), and a redesign of the bus parking area to improve student safety. No issues were <br />identified that cannot be overcome with conditions. Staff provided further comment on the <br />request and recommended approval of the Special Use Permit Amendment, based on the <br />findings of fact and subject to the following conditions: <br />1. Engineering comments in the 10/10/19 Engineering Memo shall all be successfully addressed <br />prior to issuance of a building permit. <br />2. New lettering, if allowed under the available budget, shall be reviewed and approved via a <br />separate sign permit process. <br />3. Gates controlling access to the bus drop off area shall be manually controlled and accessible <br />by emergency vehicles 24-hours a day & 7 days a week. <br />4. Additions shall be sprinkled per direction of the Fire Marshal. <br />5. Building door numbers shall be reassigned to be in consecutive order around the building as <br />may be necessary following the new additions. <br />6. Lighting is not to shine directly into the public right-of-way or onto any residential use, and <br />the applicant shall be required to correct any lighting problems that are identified following <br />construction. <br />7. Failure to adhere to these conditions of approval shall be grounds for revocation of the <br />special use permit amendment by the City Council. <br />Chair Nichols-Matkaiti asked if one of the baseball diamonds would be lost. Assistant Director of <br />Community Assets and Development Gozola reported this space would have to be reconfigured <br />and noted the baseball diamond should not be lost. <br />Chair Nichols-Matkaiti opened the Public Hearing at 7:14 p.m. <br />Chair Nichols-Matkaiti requested the applicant come forward and speak to the Commission <br />regarding the neighborhood meeting that was held. <br />Paul Aplikowski, Mounds View School District representative, reported the only concerns raised <br />were about construction noise and the hours that construction would be completed. He reported <br />the school district would be completing construction during the hours designated per City Code.
