<br /> <br />park, trail or other resource. He described the community engagement process that was <br />followed to gain feedback from the public on the master plan. He reported the County has <br />been challenged by the Metropolitan Council to address several equity analysis concerns <br />within its park system. He commented on the ways the County would be approaching the <br />barriers. He explained the preferred concept plan was developed as a result of using three <br />previous plans as a means to determine the best possible uses and site elements. The final <br />concept plan was reviewed in detail with the Commission. <br /> <br />Scott Yonke, Director of Planning and Development for Ramsey County Parks, discussed the <br />implementation of the Master Plan. He reported a Master Plan Amendment would have to <br />be approved by the County prior to any improvements being completed. He explained once <br />the master plan is approved, the plans would be completed in phases over the next several <br />years. He commented further on how the County planned to maintain the new trails <br />throughout the region and described how the County would be prioritizing the projects <br />within the master plan. <br /> <br />Councilmember Burg stated the City was working on its own Comprehensive Park Plan and <br />discussed how it would coordinate with the County. She asked for further information on <br />when the County would be installing bathroom facilities at Lions Park and if the County had <br />considered installing a dog park. Mr. Yonke explained the County was moving forward with <br />this project and reported the funding has been tied up at the State level. He reported the <br />Lions Park restrooms would be completed in 2020. He commented the County had created <br />a system-wide off leash dog area. He reviewed the parks in the region that have off leash <br />dog areas. He indicated Long Lake Regional Park was not be a good dog park option at this <br />time. <br /> <br />Councilmember Burg stated she was anxious to have the bathroom facilities completed at <br />Lions Park. Director Fink explained staff has been communication with the County on this <br />project and noted it was a priority. <br /> <br />Discussion included: <br /> The Commission discussed the off road hiking and cycling trails being planned, along <br />with the cross country skiing trails. <br /> The Commission appreciated the fact the County for adding lit cross country ski trails <br />in the region. <br /> The Commission encouraged the County to improve the intersection of Co unty Road <br />H and Mounds View Boulevard for safety purposes. <br /> The Commission thanked the County for partnering with the Irondale Cross Country <br />Ski team. <br /> The Commission encouraged staff to coordinate and collaborate with the County on <br />the City’s Comprehensive Park Plan. <br /> <br />Motion by Z. Johnson, seconded by Johnson to recommend the City Council approve a <br />Resolution of Support for the Rice Creek North Regional Trail Corridor Master Plan. Motion <br />carried 6-0. <br />
