Council Worksession
March 12, 2019
5:00 pm

Present: Mayor Valerie Johnson
Councilmember Mary Burg
Councilmember Emily Dunsworth
Councilmember Paul Jacobsen
Absent: Councilmember Graeme Allen

Staff in Attendance: Dean Lotter, Terri Spangrud

Guests in Attendance:

Discussion Regarding Commission Appointments

Mayor Johnson requested the Council provide feedback on the Commission appointments. She suggested the
Council begin with the EDC. She noted she would like to see Kevin Peck, Monica Garcia-Perez and Rachel
Luong replaced, given the fact they have missed five or six meetings in the last year. She recommended Bob
Behnke, Mike Murlowski and Harry Carter remain on the EDC. She supported Max Nundahl, Anthony
Pledger and Brett Fynewever being appointed to the EDC. She suggested those members that have reapplied
be put into replacement seats in order to shorten their terms and that the new members receive the three-year
terms.

Councilmember Burg stated she supported replacing the members that were not able to attend meetings.

Councilmember Dunsworth noted she was on the EDC several years ago. She expressed concern with the fact
this group has not had full participation. She hoped the EDC would have better engagement with the new
members.

Councilmember Jacobsen commented he agreed the members should have better attendance in order to
properly engage in the Commission.

Councilmember Dunsworth asked if any warning was given to Commission members with poor meeting
attendance. Lotter explained Commissioners serve at the pleasure of the Council and if attendance issues
occur, the Mayor can reach out to have a discussion, or the Commissioner can be replaced. He stated in the
end the decision was up to the City Council.

Mayor Johnson discussed her recommendations for the Planning Commission. She suggested Jeremy
Melquist, Erin Nichols-Matkaiti and Jeanne Frischman be appointed, with the reduced term given to Jeanne
Frischman. The Council supported these recommendations.

Mayor Johnson discussed her recommendations for PREC. She suggested Commissioner Brunnell be
replaced. She recommended Charlie Warner and Amelia Kuiper be appointed to PREC. The Council
supported these recommendations.
