<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />March 26, 2019 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Emily Dunsworth <br /> Councilmember Paul Jacobsen <br />Absent: <br /> <br />Staff in Attendance: Dean Lotter, Terri Spangrud, Craig Schlichting, Ben Gozola, Becca Nelson, Scott <br />Gigrich <br /> <br />Guests in Attendance: <br /> <br />Commissioner Handbook <br />Spangrud provided the Council with a presentation on the Commission handbook that had been created by <br />staff. She noted she would be attending each Commission meeting in April to provide the members with <br />training. She explained the training was being conducted to provide Commission members with information <br />on their roles, norms of behavior, and position expectations. She reported the presentation in 2019 would be <br />slightly abbreviated. She noted all new Commission members would be issued a City email address for data <br />practice purposes. <br /> <br />Councilmember Burg thanked staff for their efforts on the handbook. She recommended an updated photo of <br />the Council Chambers be placed in the handbook. <br /> <br />Lotter commented on his experience of providing the Commissioner training in 2018 and stated he emp hasized <br />the importance of making decisions with eyes wide open, while also encouraging members to act in the best <br />interest of the community while serving at the will of the City Council. <br /> <br />Mayor Johnson thanked Terri and Sandra for creating this new handbook stating it would be a valuable <br />resource for Commission members. <br /> <br />New Brighton Code Enforcement <br />Lotter stated he would like to have a discussion regarding code enforcement issues in New Brighton. He <br />explained he had staff members from the Community Assets Department present to address this issue with the <br />Council. <br /> <br />Becca Nelson explained she was handling a lot of the phone calls and walk-ins for the City’s code enforcement <br />issues. She noted she manages the data retention with respect to code enforcement issues as well. <br /> <br />Scott Gigrich introduced himself to the Council noting he was a Code Compliance Officer. He reported he <br />took care of all rental property inspections as well as all nuisance calls. He explained he was not a police <br />officer but rather was enforcing City Codes and Ordinances. <br />
