He recommended the Council hold an <br />Assessment Hearing and that staff be authorized to prepare Plans and Specifications. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the <br />Public Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 6:46 p.m. <br /> <br />William Pallgren, 435 9th Avenue, stated he was in the process of selling his house. He asked if trucks would <br />be able to come in and help him move out of his home. Community Assets and Development Director <br />Schlichting explained the City would work to maintain access to properties throughout the summer. He <br />commented the only time access may be compromised was if watermain work were to occur or when the <br />concrete curb and gutter were replaced. He stated staff would work with Mr. Pallgren to ensure he would be <br />able to get trucks in and out of his property in order to move. <br /> <br />Jane Festabosy, 485 Rose Road, expressed concern with the fact she got a new driveway last October. She <br />questioned if her driveway apron would be ripped up and if this happened how the new material would match <br />up with her existing driveway. Also, she asked how far she would have to walk to her home when her new <br />curbing and apron was put in place. <br /> <br />Dean Windburg, 671 Continental Drive, stated he understood his assessment would be approximately $3,000 <br />with 4% interest and could be paid back over 10 years. He questioned what the total interest would be over <br />that 10-year period. He then asked what would happen if his house were to sell. <br /> <br />Mark Hearing, 451 15th Avenue SW, explained he was concerned with access to his neighborhood <br />throughout the project given the fact 35W would be worked on all summer and could drive more traffic into <br />the City. He suggested the City consider placing a temporary signal at Foss Road in order to assist with <br />managing traffic in his neighborhood. <br /> <br />Tonya Otton, 499 Riviera Drive, asked if her driveway or yard was damaged during the street reconstruction <br />project who would be responsible for the repair. <br /> <br />Roger Huss, 512 10th Avenue SW, requested further information on how mail would be delivered throughout <br />the summer. He stated he would be out of town for part of the summer and asked if this would be a concern. <br /> <br />Tim Cane, 449 Riviera Drive, questioned why the amount being assessed in 2019 was $200,000 higher than <br />the amount that was assessed in 2017. He inquired if the scope of the project was increased. He commented <br />on the watermain pipe and asked if his pipe would be inspected as part of this project. <br /> <br />Pat Heverland, 499 Riviera Drive, stated his home was older and explained he did not have a main shut-off <br />valve before the meter. He indicated his water meter needed to be replaced and asked if this replacement <br />could be coordinated with the City. <br /> <br />Matt Guild, 677 Riviera Court, asked what kind of notice residents would receive for the water and sewer <br />shutoffs. He explained he would also like information on how to manage UPS and Amazon deliveries <br />throughout the summer. <br /> <br />Barb Grimshaw, 1262 Imperial Lane, expressed concern with the fact her husband was a paraplegic. She <br />explained she needed to use a van with a lift in order to enter and exit her property.
