March 26, 2019 Page 5 of 7 <br />Mayor Johnson questioned why expenses were up from 2017. Community Assets and Development <br />Director Schlichting commented this was due to the rising cost of asphalt and other materials for street <br />improvement projects. <br />Mayor Johnson asked if the City would be inspecting the pipes that run from the houses to the street as part of <br />this project. Community Assets and Development Director Schlichting encouraged residents to have these <br />lines inspected independently. <br />Mayor Johnson inquired how the City would be communicating with residents when City water would be <br />shut off. Community Assets and Development Director Schlichting reported City staff does a lot of door <br />knocking in order to keep residents informed on when water and sewer services would be shut off <br />temporarily. <br />Mayor Johnson requested City staff provide advanced warning for those residents living and caring for <br />paraplegics. Community Assets and Development Director Schlichting explained staff would be providing <br />residents with weekly communication regarding the progress of the project and what to expect in the coming <br />week in order to keep residents apprised on the project. <br />Mayor Johnson commented on the drainage concerns that were addressed on the 15th Avenue dead end. <br />Community Assets and Development Director Schlichting commented he was not aware of this concern and <br />stated he would be speaking with the City’s Sewer Supervisor regarding this matter. <br />Mayor Johnson questioned who the Civil Engineer would be on this project and asked if the project plans <br />would be available to the public. Community Assets and Development Director Schlichting reported he <br />would be the Civil Engineer on the project and noted the plans would be available to the public. He indicated <br />the plans would be completed in-house. <br />Mayor Johnson requested further information regarding roadway easements and right-of-way. Community <br />Assets and Development Director Schlichting reported typically the City has 60 feet of right-of-way, 32 feet <br />back to back curbs. He commented the City would be working with residents if a right of entry agreement <br />was necessary. <br />Mayor Johnson asked how the City would be communicating with residents for this project. Community <br />Assets and Development Director Schlichting explained the City would be providing residents with a magnet <br />with contact information and a letter describing the work that would be completed through the street <br />reconstruction project. <br />Councilmember Jacobsen questioned how large of area was open before it was capped by the contractor. <br />Community Assets and Development Director Schlichting stated this was a more difficult question to answer. <br />He indicated this depends on how many utility crews were mobilized at any one time. He commented the <br />City liked to keep the impacts on residents minimal but noted this utility work would be worked out at a later <br />date. He explained the gas work would be completed prior to the City beginning its work in the project area. <br />Councilmember Burg thanked the residents in attendance for coming out and voicing their comments and <br />concerns. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Council Business <br />1. Consider All Bids and Award Contract for City Project 18-12, City Hall Roof, <br />HVAC and Skylight Replacement. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Burg to Accept All Bids and <br />Award a Contract for City Project 18-12, City Hall Roof, HVAC and Skylight Replacement. <br /> <br />City Manager Lotter indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting stated this project was a part of the City’s Capital <br />Improvement Project and was budgeted for 2019. He reported staff solicited bids on March 14th and noted <br />three contractors placed bids. He noted the Engineer’s Estimate for this project was $799,000 and the lot bid <br />came in at $801,000.
