April 9, 2019 Page 3 of 4 <br />for its Closest-Unit Dispatching program. The RCFCA program brings 10 fire departments within a 170- <br />square-mile area together to dispatch the closest agency for response within the county’s different <br />combinations of highly trained full-time, part-time, volunteer and/or paid on-call firefighters. Ramsey <br />County’s 12 cities entered into this joint powers agreement in 2016 and have improved response times for <br />critical calls, resulting in a higher survivability rate and less property loss. He provided a video presentation <br />on the Closest-Unit Dispatching program that described how unique and beneficial this program was. He <br />thanked Chief Dan Olson and Deputy Director Trevor Hamdorf for their efforts. <br />Deputy Director Hamdorf explained this program was going to assist in getting first trained fire-fighters to <br />emergency events in a more timely manner. He thanked the City Council for their support. Lastly, he <br />thanked City Attorney Sonsalla for her assistance in drafting the Closest-Unit Dispatching agreement. <br />Councilmember Jacobsen commended the Public Safety Department for doing a great job for the City and <br />the surrounding communities. She thanked City Attorney Sonsalla for her assistance with this program. <br />Mayor Johnson congratulated the Public Safety Department for their efforts and commended them for a job <br />well done. <br /> <br />4. Arbor Day Proclamation for April 26, 2019. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to declare <br />Friday, April 26, 2019 to be Arbor Day in the City of New Brighton. <br /> <br />Mayor Johnson read a proclamation in full for the record noting New Brighton had been a Tree City for the <br />past 37 years. She then declared Friday, April 26, 2019 to be Arbor Day in New Brighton and that the month <br />of May be Arbor Month in the City. <br />Councilmember Dunsworth explained a recent study completed by the University of Michigan states that 20 <br />minutes in nature reduces stress levels. She indicated she was proud of the City’s greenspaces and parks. <br />Councilmember Jacobsen thanked Bel Air Elementary School for continuing to plant trees in Hanson Park. <br />He also thanked the Rotary Club for providing each 4th grader with a tree to plant. <br />Councilmember Burg noted the Ramsey County Friends of the Park tree sale was going on now through <br />April 19th and encouraged residents to consider purchasing a tree. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />Consent Agenda <br />1.
