July 9, 2019 Page 5 of 6 provided further comment on the TIF plans and recommended approval. <br />Councilmember Burg thanked staff for the thorough report. She asked how a parking insufficiency would be <br />determined by the City. Community Assets and Development Director Schlichting explained Dominium has <br />greater experience with developing these types of apartment complexes than the City did and their experience <br />leads them to believe they do not need the higher level of parking. However, he noted 10 additional stalls had <br />been added. He explained Dominium would be paying the City to move the salt shed now in case they <br />needed additional parking in the future. Devin Klist, Dominium, explained he had been working with staff on <br />this project. He reported the City would retain ownership of their land and additional parking would only be <br />added if requested by the City. He commented on the parking situation at a workforce housing project in St. <br />Paul and reported this project had 113 units with underground and surface parking. <br />Mayor Johnson asked if one portion of the project would be constructed prior to the other. Community <br />Assets and Development Director Schlichting explained Pulte would begin construction yet this year and <br />noted Dominium needed additional bonding to be approved prior to moving forward with the workforce <br />housing. He commented this bonding could potentially be approved in August. <br /> <br />4 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Dean Lotter <br />City Manager Lotter requested Community Assets and Development Director Schlichting speak to the <br />Council regarding the organics recycling program and the Service Line of America letter. <br /> <br />Community Assets and Development Director Schlichting discussed the organics recycling receptacle that <br />would be placed at the Public Works Garage. He explained Ramsey County would be providing the <br />receptacle, bags and a concrete slab for the receptacle. He commented further on the area where the organics <br />receptacle would be placed at the Public Works Garage and noted staff would be engaging with the public <br />more about this new program. <br /> <br />Community Assets and Development Director Schlichting discussed the Service Line of America letter that <br />was sent out to residents. He explained this program was recommended by the National League of Cities and <br />would assist residents in insuring their sewer line. <br /> <br />City Manager Lotter reported he attended a Municipal Policies Revenue Committee meeting with Metro <br />Cities in St. Paul. He explained MNLARS was one of the topics of discussion. He indicated Hanson Park <br />would be rededicated sometime in September and stated a ribbon cutting ceremony was also being planned <br />for the water treatment center. Lastly, he noted he would be on vacation for the next 10 days. <br /> <br />Graeme Allen <br />Councilmember Allen reported the EDC met on July 3rd and the group discussed the Midtown <br />Village TIF agreements and made a recommendation on the demolition of the New Brighton <br />Elementary School. He explained a Ramsey County corridor grant program was addressed as <br />well. <br /> <br />Emily Dunsworth <br />Councilmember Dunsworth reported the Planning Commission did not meet in June. She <br />indicated the Planning Commission would meet next on Tuesday, July 16th and noted Mayor <br />Johnson would be attending this meeting for her. She explained the Cable Commission would <br />meet next on Thursday, August 1st. <br /> <br />Mary Burg <br />Councilmember Burg reported PREC did not meet in July.
