<br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Consider Resolution Appointing Legal Newspaper for the Remainder of 2019 <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: Approve Resolution Appointing the St. Paul Pioneer Press to Serve as the Legal Newspaper <br />for the City of New Brighton for the Remainder of 2019 <br /> <br />Legislative History: Unfortunately, the City received an email from Lillie News on October 1, 2019 <br />informing us that they were closing their business effective immediately. This left the City of New <br />Brighton without a legal newspaper. <br /> <br />MN State Statutes section 412.831 requires cities to designate a legal newspaper annually in which to <br />publish ordinances, legal notices and other items required to be published. The City Council has <br />annually appointed the New Brighton-Mounds View Bulletin published by Lillie News to serve as its <br />official newspaper since 2016. <br /> <br />Prior to 2016, the City alternated each year between the New Brighton-Mounds View Bulletin and the <br />St. Anthony – New Brighton Sun Focus. The Sun Focus was sold this past spring and no longer covers <br />the City of New Brighton, its City Council or School Districts. <br /> <br />Financial Impact: The City of New Brighton was paying $5.75 per column inch for the first insertion of legal <br />notices and $5.50 per column inch for subsequent insertions. The St. Paul Pioneer Press has submitted a very <br />comparable quote as follows: <br />• First insertion $6.00 per column inch <br />• Subsequent insertions $5.50 per column inch <br />• All notices are also published on-line for 7 days (included in the price). <br />• Submission deadline is generally 12:00pm prior to the day we want the notice published. <br />Excepts to this includes: <br />o Items that include tables, graphs, underlines words or words crossed out must be <br />submitted by 12:00pm two days prior to the day we want the notice published. <br />o Items to be published on Saturday, Sunday or Monday need to be submitted by <br />12:00pm Friday. <br /> <br />Explanation: Staff talked with other cities to find out who they use for legal newspapers, got ideas of <br />publications to research from other staff members and, obtained a list of all qualifying legal newspapers in <br />Minnesota that are registered with the MN Secretary of State’s Office. <br /> <br />Agenda Section: Consent <br />Report Date: 10/2/2019 <br />Council Meeting Date: 10/8/2019
