Minnesota State Statutes 331A.02 outlines stringent requirements that a newspaper needs to meet in order to <br />be designated as a City’s legal newspaper including: language requirements; the amount of space that can be <br />used for advertising and legal notices; where its main offices are located; how it is distributed; and, how and <br />where it is archived. This law requires that if published daily, 25-percent of the news columns must be of <br />interest to local residents. If published weekly, 50-percent of its news columns must be devoted to news of <br />local interest to New Brighton residents. Additionally, the newspaper must be circulated in New Brighton and <br />have at least 400 copies regularly distributed (either for free or to paid subscribers). <br /> <br />Two other newspapers responded to staff queries as follows: <br /> <br />The Life Newspaper <br /> <br />• $11.00 per column inch for a one-time publication <br />• $7.00 per column inch for each additional publication <br />• $20.00 Charge for publication requests that include typing <br />• Submission deadline is 11:00am on Monday for a Friday publication. <br /> <br />When the Sun-Focus was sold to ABC Newspapers this past spring, they changed the name of their <br />publication to The Life. They stated in a telephone call that they believe that they have enough subscribers <br />who are New Brighton residents to be a qualifying legal newspaper. They confirmed that they would be <br />happy to print our legal notices and provided the prices listed above.
