Consider Resolution approving a special use permit and site plan for improvements to <br />Sunnyside Elementary School. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the requested <br />special use based on the findings of fact subject to the conditions as may have been amended here <br />tonight. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Mounds View Public Schools is <br />seeking to make improvements to Sunnyside Elementary School by expanding the cafeteria, creating a new <br />kitchen, adding five classrooms (including flexible learning space & bathrooms), and a redesign of the bus <br />parking area to improve student safety. No issues were identified that cannot be overcome with conditions. It <br />was noted the project would begin in the spring of 2020 and be completed by the fall of 2020. He reported the <br />Planning Commission reviewed this item and recommended approval based on the findings of fact and <br />subject to conditions. <br />Councilmember Dunsworth asked how the ballfields would be impacted. Assistant Director of Community <br />Assets and Development Gozola explained on ballfield would be lost due to the improvements. <br />Councilmember Dunsworth questioned if the Parks Department had been made aware that a field will be lost. <br />Councilmember Burn reported this information had been brought to the Parks Department. <br />Councilmember Jacobsen stated he appreciated the safety and access improvements that were being made at <br />Sunnyside Elementary School. <br />Mayor Johnson requested further comment on how the bus parking area would be impacted during <br />construction. Paul Apilkowski, Wold Architects, explained the school district would attempt to maintain the <br />bus parking area through June and the lot would be reconstructed in the summer months. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Consider Resolution approving a front yard setback variance for the home at 1820 Skyhigh <br />Drive. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the requested <br />12.4-foot variance from the required 30-foot setback based on the findings of fact and suggested <br />conditions listed within the staff report. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Scott Gordhamer would like to <br />expand a legal nonconforming garage to the north to increase both garage and livable space within the home <br />at 1820 Skyhigh Drive. The addition would be conforming to zoning requirements in all ways but for the fact <br />the home was originally built within the front yard setback in 1952.
